Description

This is a pre-solicitation notice issued pursuant to FAR 5.201. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a Firm Fixed Price (FFP) construction contract on a competitive basis using FAR Part 15 Procedures. NUWCDIVNPT has a requirement for the renovation of Building 80. This construction project includes interior renovations/repairs to Rooms 205 through 210 on the second floor of Building 80, as well as the stairs leading from the first floor lobby area to the second floor. The project includes demolition of existing finishes, demolition of the masonry wall separating the first floor lobby from the stairs leading to the second floor, provision of a 30-person conference room, provision of a 12-person conference room, and provision of two handicapped accessible restrooms. The Government anticipates that onsite contractor supervision will require at least one (1) qualified individual serving the roles of superintendent, quality control manager, and site safety and health officer. Per FAR 36.204 - Disclosure of the magnitude of construction projects, the estimated price is between $500,000 and $1,000,000. Bonds and insurance will be required. This procurement will be solicited as a 100% Small Business Set Aside, as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The North American Industry Classification System (NAICS) Code for this acquisition is 236220. The Small Business Size Standard is $39,500,000.00. The Product Service Code is Z2AZ, Repair Or Alteration Of Other Administrative Facilities And Service Buildings. An organized site visit will be conducted on 19 May 2021 at 1230 PM (ET). Please see attached Site visit instructions for access details. �Note that the Government anticipates a second, identical, site visit will be held once the solicitation is released.� Further details will be released upon issuance of RFP# N6660421R0360, which is anticipated to be on or about 01 June 2021 and will be posted at https://beta.sam.gov. Offerors are responsible for monitoring information posted at this website. The closing date for receipt of proposal will be established in the RFP. Potential offerors must be currently registered in the System for Award Management (SAM) to be eligible for award. (See internet site https://www.sam.gov) Draft Plans & Specifications are attached. The Government has added this Attachment with restricted access, however a company does not have to be JCP certified to obtain this attachment. The plans & specifications are designated For Official Use Only (FOUO) and offerors must have an active CAGE Code to obtain the information.
