Description
Dear Interested Parties, The United States Agency for International Development (USAID) intends to issue a Request for Proposals (RFP) for the Programming for Prevention and Peacebuilding (P4P2) Indefinite Delivery, Indefinite Quantity (IDIQ) contract for USAID�s Bureau for Conflict Prevention and Stabilization (CPS), Center for Conflict and Violence Prevention (CVP). The solicitation is anticipated to be released within the next few weeks and will be available electronically upon its release at beta.sam.gov. USAID intends to use full and open competition for this procurement and anticipates the award of approximately eight (8) IDIQ contracts, which may include approximately three (3) small business reserve IDIQ contracts, as a result of the solicitation. USAID reserves the right to award more or fewer awards than the anticipated number of contracts stated here. No small business set-aside is anticipated; meaning, all offerors will compete on the same scope of work. However, USAID anticipates including a small business reserve threshold of $3 million whereby task orders issued under the IDIQ for an estimated amount greater than $3,500 but less than or equal to $3 million must be competed first with any category of small or small disadvantaged business contract holders. USAID anticipates that the maximum aggregate ordering limitation for contracts resulting from the RFP will be $800,000,000 over a five (5) year ordering period. The maximum aggregate dollar value of task orders awarded to all contractors cannot exceed this contract ceiling. This ceiling is not being subdivided among the number of awardees nor is it being multiplied by the number of awardees. There is no guarantee on the number of task orders that the successful contractors will receive or the amount of money beyond the minimum order guarantee set forth in the RFP. The period of performance for the IDIQ contract is anticipated to be seven (7) years. The purpose of the P4P2 IDIQ is to provide USAID with the means to implement programs that assist with: (1) preventing the outbreak, escalation, or recurrence of conflict and violence; (2) promoting peaceful, resilient societies; (3) adapting USAID�s traditional development work to account for its effects on conflicts; and (4) expanding USAID�s peacebuilding and stabilization capabilities. The goal is to improve development outcomes in fragile, conflict or violence-affected countries. The P4P2 IDIQ will be available for USAID programming globally and can be used by any USAID Mission or Bureau/Independent Office (B/IO), including in individual countries or for regional programming as well as in non-permissive environments, to prevent, mitigate, manage or recover from conflict, violence and/or to integrate conflict sensitive approaches across any and all USAID development sectors. The contractor will be expected to provide a range of services across the full program cycle in support of fragility, conflict and violence prevention, peacebuilding and stabilization as specified by individual USAID operating units in their Task Orders. USAID has designed the P4P2 IDIQ on the premise that countries experiencing or at risk of fragility, conflict and violence face unique, complicated and complex challenges that require bespoke interventions through activities designed to work on conflict and violence prevention or in contexts affected by conflict and violence. All programming must use conflict-sensitive approaches, and demonstrate methods for identifying, managing and mitigating fragility, conflict and violence. In addition, programming should adhere to the Global Fragility Act, the Elie Wiesel Genocide and Atrocities Prevention Act, USAID�s Women, Peace and Security (WPS), Countering Violent Extremism (CVE), and youth, climate change and other relevant policies or strategies and should be well informed on currently applicable Automated Directives System (ADS) and other requirements.� In executing Task Orders under the P4P2 IDIQ, contractors must demonstrate and apply their understanding of fragility, conflict and violence analytical tools and methodologies; theory and practice, including systems mapping and thinking and working politically; data collection, analysis and utilization; monitoring and evaluation (M&E); lessons learned; and adaptive management. Activities are expected to be designed with a conflict sensitive lens while falling within one or more of the often overlapping and interrelated technical areas that include: Fragility; Conflict prevention and peacebuilding; Crime and violence prevention; Preventing and countering violent extremism (PVE and CVE); Stabilization; Women, Peace and Security (WPS); Youth, Peace and Security (YPS); Justice, rights and security including assistance to civilian police and disengagement and reintegration (D&R) of armed groups or affiliates; Atrocity Prevention (AP); Countering disinformation and hate speech; Environment, natural resources conflicts, and climate security; Natural resource trafficking and related crimes; and Conflict integration. Activities designed to integrate a conflict lens or to incorporate conflict sensitivity may take place in any development sector. Prospective Offerors are advised that this procurement is subject to internal USAID approvals and the availability of funds. This is NOT an Invitation for Bid (IFB) or a Request for Proposal (RFP) and in no way obligates the US Government to issue an RFP/IFB and/or award a contract. This notice satisfies the synopsis requirement in FAR 5.2. If a solicitation is issued, all necessary information will be supplied at the time it is posted at beta.sam.gov. Questions/requests for information will not be responded to until the RFP issuance. A Request for Information (RFI) / Sources Sought Notice (SSN) was issued last�year on beta.sam.gov with the Notice ID # of 72DCMM20RFI00001 and title of Programming for Peacebuilding and Prevention.
