Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-84 dated Nov 1, 2015. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. Past performance will be considered in the selection of the awarded vendor. SEE ATTACHED SCOPE OF WORK FOR FULL DETAIL: POP: 17 May 2021- 22 June 2021 WORK ITEM 1:� Deck Covering (Slip-Resistant), Repair 1.� SCOPE 1.1� Intent.� This work item describes the requirements for the Contractor to repair/patch deck covering with slip-resistant deck covering system on decks as listed in Table 1 and located in Figure 1.� (Various locations as designated by Coast Guard Inspector equivalently 300 square feet) NOTE �MIL-PRF-24667 Type V Comp. G Non-skid� is required and recommended for renewal and repair (standard/regular), while �Only Non-Polyurethane MIL-PRF-24667 Type I or VIII Comp. G Non-skid� may be allowed for repair (temporary), depending on time interval until next renewal. NOTE Do not let rain or water on newly prepped steel, un-cured primer, or top coat. 3.1.4� Interferences.� The Contractor shall handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences).� 3.1.5� Work locations.� The concerned work areas are listed in Table 1.� See the applicable drawings in section 2 for guidance, locations, and details.� 3.1.6� Materials.� The Contractor shall provide any new components, parts, materials, and paints with the same color, comparable and matching material properties as the existing components/parts.� Use references in section 1, 2 and SFLC Std Spec 6310 for guidance, required materials, and details. NOTE �Substrate fairing and repair by filling Epoxy for shallow pits and corrosions (i.e. pits < 25% or corrosions < 25%)� is a supplement barrier intending to help delay penetration. 3.2� Slip-resistant deck covering repair.� As designated by Coast Guard Inspector, the Contractor shall prepare and patch the deck surfaces, using the system specified in SFLC Std Spec 6310, Appendix A (Cutter and Boat Exterior Painting Systems).� Apply finish/top coat to match existing adjacent surfaces.� Select options as follows (Figure 1) : ��������������� Flight Deck (MIL-PRF-24667 Type V Comp. G) ��������������� Weather Decks (Weather Deck Non-Skid, MIL-SPEC Coating for Steel) (MIL-PRF-24667 Type V Comp. G) ��������������� Power Tool Cleaning to Bare Metal (SSPC-SP 11) for deck covering or coating defects, outfits/fittings, and limited access areas 3.2.1� Removal.� The Contractor shall rectangular cut and remove existing damaged deck covering. 3.2.2� Preparation.� The Contractor shall prepare substrate areas to near white metal in accordance with SSPC SP-11 (or, using SSPC SP-3 to prepare the same profile instead). ��������������� Needle gun until any rust staining cannot be seen and/or the coating is so tightly adherent it's real work to get it off. ��������������� Disk sand or jitterbug, using 80 grit or coarser abrasives. ��������������� Feather the edges at the same time. 3.2.3� Priming.� The Contractor shall prime substrate with the applicable primer for slip-resistant deck covering. ��������������� Roll on and tip with a brush 2 (two) coats of the approved primer. 3.2.4� Coating.� The Contractor shall coat and merge slip-resistant deck covering on deck to match the thickness of surrounding deck covering by following manufacturer instructions. ��������������� Roll on the top coat 3.3� Touch-up preservation.� The Contractor shall prepare and coat all new and disturbed surfaces to match existing adjacent surfaces in accordance with SFLC Std Spec 6310, paragraph 3.1.13 (Touch-ups and minor coating repairs). 4.� NOTES 4.1� MIL-PRF-24667.� Coating System, Non-Skid, for Roll, Spray, or Self-Adhering Application 4.1.1� Type of� Non-Skids.� ��������������� Type I � High durability, rollable deck coating (service life 12 months) ��������������� Type II � Standard durability, rollable deck coating ��������������� Type III � Standard durability, rollable resilient deck coating (for use where flexibility is required and where increased weight is not a factor) ��������������� Type IV � Standard durability, sprayable deck coating ��������������� Type V � Extended durability, rollable deck coating (service life 3 years) ��������������� Type VI � High durability, fast cure, rollable deck coating ��������������� Type VII � Fast cure, temporary repair, rollable deck coating ��������������� Type VIII � Low temperature cure, rollable deck coating (service life 12 months) ��������������� Type IX � High temperature resistance deck coating ��������������� Type X � Submerged applications ��������������� Type XI � Peel and stick, temporary repair, self adhering deck covering 4.1.2� Intended use.� The coatings covered by this specification are intended for use on general (walking) deck areas (Types I, II, III, IV, V, VI, VII, VIII, IX, X composition G, and XI), the flight and hangar decks of aircraft carriers (Types I, II, V, VI, VII, VIII, and IX compositions G and L) and on the landing decks of air-capable amphibious aviation and aviation ships (Types I, II, III, V, VI, VII, VIII, and IX composition G). ��������������� Type I provides longer durability than Type II, however the factor of increased weight should be considered when using this system. ��������������� Type III non-skid systems are intended for use where flexibility or thick smoothing capability is needed to correct drainage.� Type III is not intended to be used on aircraft carriers if the underlayment is used due to compressibility of the materials under heavy aircraft. ��������������� Type IV can be used on walking surfaces, but is not intended for aircraft landing decks.� ��������������� Type V provides longer durability than Type I, but attention is given to the significantly shorter pot life. ��������������� Type VI is a fast curing non-skid material for use when application windows are limited. ��������������� Type VII is a temporary repair nonskid that is ready for service in 24 hours, however, it may have a relatively short service life making it unsuitable for normal non-skid installations. ��������������� Type VIII is intended for application at low temperatures, but it should not be considered a fast cure product for application at normal or elevated conditions. ��������������� Type XI non-skid system is approved for use in well deck catwalk areas, airlocks, boatswain storerooms, elevator machinery rooms, boat gear repair station, chain locker sump, damage control maintenance shop, deck gear locker, drying rooms, machinery repair shops, mooring stations, nixie winch room, officer of the deck stations, replenishment-at sea stations, rolling airframe missile handling equipment rooms, sideport door machinery spaces, signal shelter, stern gate machinery and operating gear rooms, and valve repair and test shops. Although laboratory testing is done between 35 �F (2 �C) and 90 �F (32 �C), each individual coating of these non-skid systems is applied in the fleet between 40 �F (4 �C) and 120 �F (49 �C).
