- All Americans are connected to the Library of Congress (Library). Through the Library�s unequaled collections, services, events, and products, users can connect with the Library in meaningful ways throughout their life journey. The Library�s vision reinforces the agency's focus on users�visitors, researchers, and patrons from a variety of locations, circumstances, and walks of life�by expanding our efforts to make the nation's universal and enduring source of knowledge and creativity more discoverable, accessible, relevant, and useful. The Library�s Capitol Hill campus comprises of three buildings on Capitol Hill. With 1.6 million annual visitors, the Library's Thomas Jefferson Building has become a landmark destination, renowned for its architectural beauty and celebration of knowledge and creativity. In order to deepen the Library�s understanding of these visitors and their interests, and to successfully monitor and maintain space capacity controls, staff need to collect and evaluate visitor data and traffic flow at entrances, exits, and throughout exhibition galleries and other public spaces. The Office of the Librarian, Center for Learning, Literacy and Engagement has a requirement to replace their Visitor Counting/Traffic Flow Technology and Analytics Software. The Library currently utilizes closed-circuit television (CCTV) camera software and related analytics software that has reached obsolescence. As part of the Library�s strategic initiative to enhance the visitor�s experience, the Library requires modernized tracking to evaluate the impact of its existing activities with the newly introduced programming and space use. The commercial off-the-shelf (COTS) solution must include visitor counting technology and analytics software to accurately track real-time visitor flow and provide tools to analyze and share information regarding visitor behavior. The new system must count people as they pass through various locations and provide data reports. These data reports will enable the Library to analyze visitor traffic information that is essential for assigning staff resources, adjusting hours of operation, and strengthening our visitor service capabilities. The data collected will permit the Library to develop an audience-centric strategy for engaging with visitors. The system will help the Library control capacity within spaces to enable visitors to maintain physical distancing given new pandemic guidelines. The May 3, 2021 site visit has been cancelled, until further notice, due to an emergency.� A new site visit date, as well as a new due date for offeror questions, will posted as an amendment to this solicitation. The proposal response date has been extended to 12:00 Noon EST on May 21, 2021.
