- 36C10X21Q0054 NOTICE OF INTENT TO SOLICIT TO A SINGLE SOURCE Page 2 of 2 Synopsis The Department of Veterans Affairs (VA), Office of Procurement, Acquisitions, & Logistics (OPAL), Strategic Acquisition Center-Frederick (SAC-F), in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) intends to solicit and award a single source contract to RED ONE MEDICAL DEVICES, LLC., 513 E OGLETHORPE AVE STE G, Savannah, GA 31401, a Service-Disabled Veteran-Owned Small Business (SDVOSB), for eighteen (18) AppliedVR SootheVR virtual reality (VR) headsets on behalf of the VA Veterans Health Administration (VHA), Innovators Network (iNET). Background VA Sierra Nevada Health Care System has a requirement for VR hardware and software design, that utilizes high-resolution, clinician-developed programming and application content intended as therapy to aid in pain management. The proposed action is for a Firm-Fixed-Price award (sole-source) with Red One Medical Devices, LLC for eighteen (18) brand name, AppliedVR SootheVR headsets with a one (1) year service plan for each. The Government's minimum needs are to provide a clinically validated, drug-free, all-in-one (AIO), therapeutic VR platform for Veteran patients experiencing stress, pain, and/or anxiety. Purpose and Objective The contractor shall provide eighteen (18) brand name, AppliedVR SootheVR, headsets (one (1) year service plan included for each) with the following specifications to various locations: Application content designed to address Veteran patient pain management, providing entertaining virtual reality experiences for a diverse population of Veterans; Accessible (ready to use out of the box) VR headsets with continuous (real-time) internet connectivity and the ability to operate in Wi-Fi dead zones or areas within a wireless LAN location where Wi-Fi does not function; Diverse selection of content/virtual reality experiences for Veteran patients to choose from; and Face detection/recognition (head-tracking) visual interface capabilities (does not require hand controllers) to provide user accessibility for Veteran patients without upper body function/stimulation. VHA iNET has developed the specifications for this requirement based on a 1-year market research effort augmented with actual user (Veteran patients) feedback to determine which VR products in the commercial marketplace offer the most value to Veteran patients with chronic pain. VR is a clinically proven and drug-free alternative that reduces pain-related activity in all 5 regions of the brain associated with pain and has demonstrated effective management of acute and chronic health conditions, such as pain or anxiety or pain, without the side effects/addictive tendencies of many pharmaceutical alternatives. Single Source Circumstances VA has previously awarded contracts for similar requirements (VR systems) that have been incorporated in iNETs ongoing market research efforts. Based on research conducted by the VHA iNET, three (3) different VR systems (Oculus Go, Wayahealth by Wellovate, and AppledVR Rise) were evaluated by veteran patients during a one (1) year clinical study. Wellovate and AppliedVR systems have been previously procured based on market research complied by the VA iNET and the VA Innovation Ecosystem (VAIE) respectively. During the 1-year study, this market research effort was further developed by observing how users interact with the three (3) different VR systems. Of the three VR systems, the AppliedVR system was determined to be the most reliable within the Veteran population. AppliedVR has a wide selection of content, engages the Veteran population, does not require real-time internet connection for users to engage with the VR experience, and does not require hand controllers, critical components of the capabilities needed to satisfy this requirement. Red One Medical Devices, LLC, a SDVOSB, is the sole authorized distributor of AppliedVR -SootheVR hardware and software to the federal government. Inspired by 30 years of academic research focused on a wide array of disease areas to include pain management, AppliedVR -SootheVR has received very positive ratings (qualitative and quantitative) from Veteran-users and has been determined to offer the best value in accessibility, effectiveness, and overall positive experiences compared to other commercially available VR hardware and software. Additional Information The North American Industry classification (NAICS) Code is 511210 - Software Publishers with a size standard of $41.5 million. THIS IS NOT A REQUEST FOR A COMPETITIVE QUOTE. Any response to this notice must be submitted in writing to the Government and show clear and convincing evidence that another source can meet the Government s requirements and that competition of the requirement would be advantageous to the Government. Respondents must also include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Respondents must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
