- THIS IS A NOTICE OF INTENT TO AWARD A SINGLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Bureau of Reclamation, Acquisition Operations Branch, Denver, Colorado, intends to award a single source purchase order with A&D Technical Supply Co., Inc. located in Omaha, NE. DESCRIPTION/BACKGROUND The Bureau of Reclamation intends to single source award with that A&D Technical Supply Co., Inc. for three (3) Leica GS 18T Survey units, three (3) Leica CS20 Field controllers and one (1) Leica LS15 digital level to be used and serviced in McCook, NE. The Bureau of Reclamation�s office in McCook, NE is currently using existing Leica equipment includes GS14, GS14 and GS16 GNSS antennae. The requested Leica equipment must be compatible with the Bureau of Reclamation�s existing equipment to include being compatible with Leica Infinity software which is currently in use. NAICS 334519; Other measuring and controlling devices manufacturing, size standard 500 employees. Market research indicates that only A&D Technical Supply Co., Inc. can offer the required Leica in McCook, NE as they are the only Leica Geosystems Inc. recognized representation that has contractual or legal authority to sell, service and deliver Leica GNSS receivers including the GS18T and CS20 and that no other business entity has the legal right to sell, deliver or solicit for these products or services within the State of Nebraska. The statutory authority for other than full and open competition is FAR 13-106-1(b)(1)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The statutory authority for other than full and open competition is 41 U.S.C. 253(c)(1), only one source and no other supplies or services will satisfy agency requirements. If firms believe they have the technical capability to meet this need, submit a technical capability statement along with business profile to Mr. Jason Motala at jmotala@usbr.gov within five (5) days of this notice. Any information received will be treated as market research information towards future similar or same requirement. Quotations or proposals received in response to this notice will not be accepted since the synopsis is not a request for proposal.
