- N0016421SNB63 - Request for Information (RFI)/ Sources Sought: CREW SERVED WEAPONS OPTIC - NAICS 333314 - FSC: 1240 Issue Date: 30 April 2021 - Closing Date: 28 May 2021 - 2:00PM EST REQUEST FOR INFORMATION (RFI): The United States Government (USG) is issuing this RFI announcement as part of a market survey in accordance with FAR 15.201(e). The Naval Surface Warfare Center, Crane Division (NSWC Crane) is seeking information on Crew Served Weapons (CSW) Optic for currently fielded Mounted Machine Guns (MMG). Currently fielded MMG include the M2A1 (.50 caliber Machine Gun (MG)), M240 (7.62mm MG) and MK44 (7.62mm with six rotary mounted barrels firing 3,000 rounds per minute), MK48 (7.62 MG) and potentially the MK19 (40 mm MG).� The CSW optic is necessary to allow an operator to quickly bear their CSW on target, identify, classify, and initially engage out to the performance of the host weapon platform. This effort is underway to gauge potential interest, establish the current state of industry, and assist in specification refinement and validation. The Government is posting the draft Performance Specification (PS) (Attachment 1) for review to receive responses and questions from potential sources to further evaluate potential sources capabilities and ensure that adequate competition is achieved, while meeting the Government�s requirements, as a result of the subsequent solicitation. Please read attachment 1 (the PS) carefully and identify questions and concerns with the draft PS. Questions to answer: Can you meet these PS requirements?� If not, please answer what can you meet (how close are you to meeting the requirement) and what is needed in regards to time, schedule, and cost required to meet the PS requirements? Please note if you take an exception to any part of the Draft PS requirements, either threshold or objective, your response to this RFI should include a detailed� explanation, with clear rationale, for the exception taken.� The Government highly encourages potential sources to provide a response to the attached documents. The Government intends to use the information provided and carefully consider potential refinement of the Government requirements. All interested parties are encouraged to submit company and product literature, a white paper, and/or other pertinent information, preferably in the form of a ""Quad Chart"". This white paper should not exceed six (6) pages per item, with an executive summary (short paragraph) on the effort, a technical description of the effort, a preliminary schedule, identification of risks, current Technology Readiness Level (TRL). This submission may be in the form of commercial product literature, operating instructions, and/or supplemental technical documentation that define the item(s) and associated hardware.� Potential sources should also provide any test results on the item(s) if applicable.� Submissions may be sent by any government or non-governmental entity including commercial firms, non-profit organizations, and institutions of higher education with degree-granting programs in science and/or engineering (universities), or by consortia comprising such concerns. Cost estimates shall include, if applicable, any non-recurring engineering costs as well as procurement costs with lead-time for availability. Interested sources should submit the white paper electronically or in hard copy to the Points of Contact (POCs) listed below. In addition to the above submission, all interested parties are requested to fill out and return the attached Market Research Questionnaire (Attachment 2) included with this announcement. Responses from Small and Small Disadvantaged Business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, an 8(a) firm, a historically black college or university, or a minority institution.
