Department of Veterans Affairs Network Contracting Office 16 - HOUSTON In Support of the Overton Brooks VA Medical Center (OBVAMC) REQUEST FOR INFORMATION 36C25621Q0838 STATEMENT OF WORK Overton Brooks VA Medical Center Compressor Shaft Seal Background: The Overton Brooks VA Medical Center (OBVAMC) is requesting to replace the Cooling Tower 2 Fan Motor, Gearbox and Mounting Pads. The contractor shall furnish all necessary labor, parts, transportation, and equipment to provide a complete replacement of: one (1) Fan Motor (Facility Supplied), one (1) Gearbox Amarillo Gearbox (Model 284591), one (1) gearbox mounting pad with fabricated 21x22x1 carbon steel epoxy coated base with an 18 x18 x1/4 epoxy coated steel mounting plate and one (1) motor mounting pad with fabricated 21x22x1 carbon steel epoxy coated base with an 18 x18 x1/4 epoxy coated steel mounting plate Item # Description/Part Number* Qty 0001 The contractor shall furnish all necessary labor, parts, transportation and equipment to provide a complete replacement of one (1) compressor shaft seal (York part number 029-22938-000) at Cooling Tower 2 near Bldg. 2, Overton Brooks VA Medical Center, 510 E. Stoner Avenue, Shreveport, LA in accordance with all terms, conditions, provisions, schedules and specifications of this statement of work. 1 JB Scope of Work: The specified components on the facilities primary cooling Tower. The equipment and components are operational within industry and manufacturer s tolerances and recommendations. Contractor must ensure all appropriate safety precautions are taken before, during and after the completion of the project. Contractor will meet with Engineering Supervisor and Safety Managers to review the pick plan and discuss outage timeframes and procedures. Contractor and facility staff will ensure all power has been properly shutoff before disconnection of any equipment. Contractor will remove existing motor, gearbox and mounting pads and crane lift/install new pumps and motors. Remove all electrical connections and control wiring from the motor units. Ensure lock out/tag outs have been installed on electrical panels. Disconnect all mounting supports. Using a capable carne and operator, lift the motor, gearbox and mounting pads off the cooling tower platform and place it on owner supplied pallets on the ground level. All crane work will be accomplished during owner specified hours. Pick plan will be presented to the owner s representative for approval. Once the degraded motor, gearbox and mounting pads have been removed, lift the new motor, gearbox, and mounting pads onto the cooling tower platform. Install the new mounting pads, motor, and gearbox in the configuration as the old units. Ensure the new units are properly mounted and stable. Install all electrical wiring to the new parts. Remove all lock out/tag out devices and apply the appropriate utilities. Startup the new system and verify proper operation. Contractor will restore job site to original condition and remove replaced parts. Meet with owner representatives about the quality control, results, and recommendations. Locations: Overton Brooks VA Medical Center, 510 E. Stoner Avenue, Shreveport, LA 71101; Cooling Tower 3 near Bldg. 2, in accordance with all terms, conditions, provisions, schedules, and specifications of this statement of work. The contractor will coordinate all maintenance visits through the Contracting Officer s Representative (COR). The following are federal holidays: New Year s Day Labor Day Martin Luther King Jr. s Birthday Columbus Day President s Day Veteran s Day Memorial Day Thanksgiving Day Independence Day Christmas Day END OF STATEMENT OF WORK REQUESTED RESPONSES: The intent of this Request for Information is to establish sources to define the procurement strategy (e.g set-aside, sole source, unrestricted) for a solicitation that VA intends to post soon. Interested contractors are requested to respond in accordance with the following: Please respond to this RFI if you can provide the exact brand name products listed in the table in the background section above. In the response please cite your business size status. If you have an existing GSA or VA, Federal Supply Schedule contract, please include the contract details in your response. DISTRIBUTORS: You must provide proof that you are an authorized distributor. VA does not accept grey market items. Please respond to this RFI if you can provide supplies that may be determined EQUIVALENT to the products listed in the table in the background section above. Please provide details on the proposed EQUIVALENT products such as Manufacturer Name, Part Number, and Description. If you have an existing GSA or VA, Federal Supply Schedule contract, please include the contract details in your response. DISTRIBUTORS: You must provide proof that you are an authorized distributor. VA does not accept grey market items. Please note that VA is particularly interested in determining the availability of Small Business Manufacturers. If your company is a small business manufacturer of potentially equivalent items, please respond to this RFI. Vendors are requested to submit estimated market research pricing with their responses. The estimated pricing will be considered when determining the procurement strategy for the future solicitation. (e.g. if CO determines that capable small businesses cannot provide fair and reasonable pricing, then the solicitation will not be set-aside). Please note that if no responses to this notice are received, from either authorized distributors of the cited brand name nor from manufacturers marketing a potentially equivalent brand, then this action will be sole sourced to the manufacturer cited in the Background section above.
