SPECIFICATION REVIEW Notice This Specification Review is being issued to engage Industry during the specification development phase.� Please be aware of the following: The Government does not intend to award a contract on the basis of this Specification Review; The FAA will not pay for any information received, or costs incurred, in preparing the response to the Specification Review; Your response to this specification review will be treated as information ONLY.� It shall not be used as a proposal; The FAA has the option of conducting one-on-one communications as deemed appropriate without the obligation to hold communications with all respondents; Respondent participation in any informational session is not a promise of future business with the FAA; Providing a response to this Specification Review neither qualifies respondents for, nor excludes respondents from, responding to a future Screening Information Request (SIR), if any; and This announcement is NOT A (SIR) OR REQUEST FOR PROPOSAL (RFP) and should not be misconstrued as such.� Further, the FAA is not seeking nor accepting unsolicited proposals in response to this Specification Review. 2. Introduction/Purpose The Federal Aviation Administration (FAA) is seeking Industry comments on the attached draft PAR-38 AND PAR-56 LIGHT EMITTING DIODE (LED) STEADY BURNING LIGHT SOURCES SPECIFICATION: FAA-E-37013 for the Medium Intensity Approach Lighting System with Runway Alignment Indicator Lights (MALSR) System.� The FAA is interested in gathering feedback on this specification.� The FAA intends to utilize Industry comments in finalizing the LED Lamps Specification.� The information received will be used to improve government awareness of LED Lamps performance.� In addition, a set of questions regarding requirements in the specification are listed below.� This is an addendum to the overall specification review.� General:� If any requirement in the LED Lamp Specification is challenging to satisfy, please provide your assessment of the requirement and a proposed recommendation. Electromagnetic Interference (EMI) requirement, Radiated Emission Interference, Section 3.3.9.1:� Is there a challenge in meeting this requirement? Please note that there is no grounding available for light sources in the MALSR system. Reliability requirement, Section 3.11:� Is there a challenge in meeting this requirement? If so, what would be a realistic Mean Time Between Failure (MTBF) of the LED light source with all components considered? Grounding:� If meeting the EMI requirement is challenging, how would you ground the LED Lamps if the lampholder is already grounded? Ice Accumulation Test, Section 4.3.8.11:� The last part of the test states: ""In a second test, repeat the test as above but turn the lamp ON Low after the air temperature has been reset to -10�C. No ice shall accumulate on the face of the lamp.""� First, is this a practical temperature to set the air temperature to for this type of test?� Second, is there a lower temperature that would be more practical? If so, explain why. Ice Accumulation, Section 3.4.1.10: Would the lamp generate enough heat to alleviate any ice accumulation?� 3. Nature of Competition A procurement strategy has not been determined at this time. The procurement method will be determined based on a future market survey.� Failure to respond to this Specification Review will not result in exclusion from the resulting solicitation. 4. North American Industry Classification System (NAICS) Code The North American Industry Classification System (NAICS) code for this requirement is 334519 (Other Measuring and Controlling Device Manufacturing).� If other NAICS codes are believed to be appropriate, industry responses should identify and explain why the additional NAICS codes should be considered under this Specification Review. 5. Submittal Requirements for Specification Review Please use the attached Reviewer Comments form to provide your comments. Submissions must include company point(s) of contact, title(s), and telephone number(s) or e-mail address. Please provide your expert opinion on the questions identified in Section 2 of this document. �You may provide your answers to each question in a separate word file using a font size no smaller than 12 point. �Responses to all questions must be limited to no more than 6 pages, single sided. 6. Delivery of Submittals Interested companies must submit their response electronically to Haben.Woldemichael@faa.gov and reference LED LAMPS PERFORMANCE SPECIFICATION in the subject line no later than May 31, 2021 at 1:00 pm. EST time.� Telephone calls or paper submissions will not be accepted.� Responses will not be returned.�Any proprietary or confidential information contained in the submissions must be appropriately marked.
