- Description
- The Center for Maritime Research and Experimentation (CMRE) intends to issue an Invitation for International Bidding (IFIB) for the provision of technical management services to the NATO Research Vessels NRV Alliance and CRV Leonardo. � Potential U.S. prime contractors must 1) maintain a professionally active facility (office, factory, laboratory, etc.) within the United States, 2) be approved for participation in NATO International Competitive Bidding (ICB), (3) be issued a Declaration of Eligibility (DOE) by the U.S. Government. Please note that performance of the services will require unescorted access inside secure areas (Class II) of CMRE. Consequently, a personal security clearance at the level of SECRET will be required for all contractor personnel performing services at CMRE. � The place of performance is partially at CMRE in La Spezia, Italy and partially at the contractor�s premises.� It is expected that the contractor will maintain a local presence in La Spezia and have the ability to support the vessel on world-wide operations. The reference for the IFIB is IFIB-CMRE-21-002 and all correspondence concerning the IFIB should reference this number. This is a Firm Fixed Price (FFP) contract.� The contract will be awarded using Best Value methodology.� Partial bidding is not allowed. REQUIREMENT CMRE is the custodian on behalf of NATO of two research vessels, NRV ALLIANCE and CRV LEONARDO. NRV ALLIANCE is an ocean-going vessel and CRV LEONARDO is used primarily in coastal waters. The vessels are flagged and crewed by the Italian Navy under a Memorandum of Understanding between NATO and the Italian Ministry of Defense. The contractor shall provide technical management services, which include, but are not limited to, the following: a) ensuring that the Vessels comply with the requirements of the law of the Flag State; b) ensuring compliance with the requirements of the International Management Code for the Safe Operation of Ships and for Pollution Prevention (ISM CODE); c) providing competent personnel to supervise the maintenance and general efficiency of the Vessels; d) arranging and supervising dry dockings, repairs, alterations and the maintenance of the Vessels to the standards agreed with the Owners; e) arranging the supply of necessary stores, spares, and lubricating oil; f) appointing surveyors and technical consultants on an as-needed basis; and g) arranging for the supply of provisions unless provided by the Owners and arranging for the sampling and testing of bunkers. BECOMING ELIGIBLE TO BID NATO ICB requires that the U.S. Government issue a DOE on behalf of potential U.S. prime contractors interested in this project. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NATO ICB.� U.S. firms are approved for NATO ICB on a facility-by-facility basis. The U.S. NATO ICB application is a one-time application.� The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities� The Department of Commerce (DOC) is the U.S. Government agency that approves NATO ICB applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NATO ICB project at this time, please also include the following in the text of your email: � - the title and/or solicitation number of the project - the name/phone/FAX/email of the company employee who should receive the bid documents After approval of your one-time NATO ICB application, DOC will then know to follow up by issuing a DOE for the project. DOC will transmit the DOE to the NATO contracting agency. � IMPORTANT DATES: Request that a DOE be issued (and, for firms new to NATO ICB, submit completed one-time NATO ICB application): 22 June 2021 IFIB Issued: 25 June 2021 CMRE will e-mail the IFIB to all firms that have been issued a DOE and will also post the IFIB on its website: https://www.cmre.nato.int/procurement/open-solicitations �� Bid Closing: 31 August 2021 Period of Performance: 01 January 2022 � 31 December 2022. Four additional option years are envisioned each of 12 months beginning on 01 January 1 2023.
