- THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. ***The intention of this announcement is to notify industry of the Governments intent to sole source the Supervisory Control and Data Acquisition system which is part of the INDIAN RIVER LAGOON � SOUTH (IRL-S) C-23/24 STORMWATER TREATMENT AREA (STA), ST. LUCIE COUNTY, FLORIDA, this is not a synopsis for the INDIAN RIVER LAGOON � SOUTH (IRL-S) C-23/24 STORMWATER TREATMENT AREA (STA), ST. LUCIE COUNTY, FLORIDA *** The US Army Corps of Engineers intends to solicit on a Sole Source basis, under the authority of FAR 6.302-1, the Supervisory Control and Data Acquisition (SCADA) system of the Indian River Lagoon � South (IRL-S) C-23/24 Stormwater Treatment Area (STA), St. Lucie County, Florida, which consists of brand name components and accessories for the following items: 1.� Radios (Aprisa, Dataradio) 2.� Antennas (High Sierra, Andrew/CommScope, Telewave, Times Microwave Systems) 3.� Remote Terminal Units (Motorola, Campbell Scientific) 4.� Solar Equipment (BlueSolar, Morningstar, Ameresco) 5.� Surge Protectors (Polyphasor, Atlantic Scientific, Phoenix Contact, Power Up Solar) 6.� Solid State Relays (Crydom) 7.� Enclosures (Hoffman) 8.� Wireways (Panduit) 9.� Connectors (Burndy, Amphenol, Pasternak) 10.� Ground Bars (Ilsco) 11.� Wire and Cable (Belkin, Anixter) 12.� Sensors (Waterlog, In-Situ, Vaisala) The IRL-S C-23/24 STA will be part of a much larger Central Control System, which allows many water control structures to be operated and monitored remotely by South Florida Water Management District.� The SCADA System to be installed at the IRL-S C-23/24 STA is a part of the Central Control System and will operate 24 hours a day and will be designed to operate during hurricanes and other severe weather conditions. The anticipated dollar amount of the sole sourced SCADA equipment is $3,602,700.00. The components listed above have been specifically selected due to their performance interoperability as part of an entire telemetry system. Substitution with similar components could present a considerable risk to life and property. The system as a whole provides standardization in training, maintenance, warehousing, and interchangeability during potential life-threatening weather events. The IRL-S C-23/24 STA consists of a STA, levees, and gated structures, which will treat stormwater to remove phosphorous. The purpose of the IRL-S Project is to investigate structural and operational modifications to those features of the Central and Southern Florida (C&SF) Project in Martin and St. Lucie Counties necessary to improve the quality of the environment, improve protection of the aquifer, and improve the integrity, capability, and conservation of urban and agricultural water supplies and other water-related purposes. The magnitude of construction of the project is $100,000,000.00-$200,000,000.00. The work is in St. Lucie County, Florida.� A solicitation for the Indian River Lagoon � South (IRL-S) C-23/24 Stormwater Treatment Area (STA), St. Lucie County, Florida will be issued on or about 28 June 2021 with proposals due on or about 29 July 2021. � Interested persons may identify their interest and capabilities to the work described in paragraph one (1) and respond to the requirement or submit proposals by 2:00 PM Local Time, May 14, 2021. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen (15) calendars days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
