- Mission and Installation Contracting Command, Fort Gordon, Georgia intends to negotiate/award a sole-source contract with Our Lady of Sorrows Catholic Church 3107 N. ST. Mary�s St. San Antonio, TX 78212 Vendor Cage Code 8KEK7. The requirement is for the following items: 1 JOB: Roman Catholic Priest (RCP) services, which will include worship, sacraments, rites, observances, and pastoral care.� Our Lady of Sorrows Catholic Church is the only vendor and capable vendor for providing DDEAMC with all the requested Roman Catholic Services. Numerous Roman Catholic Archdioceses across the tristate (Tennessee's and South Carolina) were contacted, to include the Archdioceses in Atlanta, Georgia, with no ability to support due to shortage of Endorsed Roman Catholic Priests from the Roman Catholic Church.� There is an acute worldwide shortage of Roman Catholic Priests. Each Roman Catholic Archdioceses control and appoint endorsed Priests to parishes and church positions of ministry across regions both nationally and internationally. The Catholic Church has increased by 64% in membership and the Priest clergy have declined. In the extensive search the only positive response came from Our Lady of Sorrows Catholic Church. No other Roman Catholic Priest (RCP) or Archdioceses is available or has offered to provide services leading Our Lady of Sorrows Catholic Church as the only source capable of providing RCP Services. Estimated period of performance 15 May 2021 � 14 May 2027.� The authority for this non-competitive award is 10 USC 2304(c)(1), Our Lady of Sorrows Catholic Church is a specialized provider of Roman Catholic Priest services.� Sources sought notices were place on BetaSam.gov on 10 February 2021 and responses were due on 17 February 2021, in which rendered no written expressions of interest for this acquisition, therefore resulting in a sole-source contract.� The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12.� THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government.� If no affirmative written responses are received by 11:00am EST on Monday, 03 May 2021, an award will be made without further notice.� Oral communications are not acceptable in response to this notice.� A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
