- Introduction: The Hawaii National Guard (HING) has developed this Request for Information (RFI) and Sources Sought Notice to establish Blanket Purchase Agreements (BPA) with a term length of five years for complete meal requirements (breakfast, lunch, and dinner), and also food-service catering.� Vendors are sought to provide services to Oahu, Maui, Kauai, Hilo, and/or Kona. This RFI is intended to solicit information from industry to support the analysis for this acquisition, as well as determine interest and current capabilities that match similar service contracts in size, scope, and approach. A desired outcome of this RFI is to inform leadership on potential solutions that may enable HIARNG to realize the goal of a fully operational and compliant food-service for bento style meals or food catering services. Additionally, this RFI is being conducted in accordance with FAR 15.201(e) to identify potential large and small business concerns relative to NAICS 311991, Food Service Contractors (small business size standard is 500 employees) capable of meeting the draft requirements in accordance with FAR 19.203(c), FAR 19.502-2(b) and Subpart 19.8. This will allow the Government to determine if this procurement can be set-aside for small business concerns. Background: Currently, HING does not have a long-term contract for meals or food cafeteria services. The results of the RFI will be used is to determine the feasibility of establishing a BPA for a five (5) year period for meals.� Looking for the possibility of establishing multiple BPAs for each location (Oahu, Maui, Kauai, Kona and Hilo).� BPA call orders will be competed among BPA Holders, and will contain a more detailed requirement when solicited. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to the RFI will not be returned. Respondents agree that any material submitted in response to this RFI may be used in part or in whole by the Government as required to support the requirement. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents will not be notified of the result of the review. Please identify your company size and social-economic categories (HUBZone, 8(a), SDVOSB, EDWOSB and WOSB) if any. b.� Which location(s) (Oahu, Maui, Kauai, Kona or/and Hilo) can you provide meals? c.� How many meals can be prepared with a 24-hour notice? d.� Can you continue to provide meals during disaster, emergencies, or unusual circumstances? e. �If you can, please provide a sample meal menu for breakfast, lunch and dinner. f. �Are you able to provide meals on weekends, holidays, and odd hours (i.e. breakfast at 4 am)?
