VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT VHAPM Part 813.106 Page 1 of 1 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C250-21-AP-0854 Contracting Activity: Department of Veterans Affairs, VISN 10, DAYTON -552 Medical Center Dana Gayheart, Path and Lab, 552-21-1-422-0029 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Required collection & testing of Pre-Procedural COVID testing that cannot be performed in house due to national supply shortages. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: URGENCY of need. Dayton VAMC received authority from VISN-10 on 12/3/20 to commercially contract for this test. CompuNet can provide required TAT, is eligible for immediate award, and can immediately start performance. Description of market research conducted and results or statement why it was not conducted: The following questions were asked of the local reference laboratories: Do you offer Drive-Thru COVID collections locally for patients? What is the cost of a COVID PCR test? What method would be used for COVID testing? What is the Turn-Around-Time (TAT) for a result? LAB DRIVE-THRU collections COST $ Method TAT (days) ARUP No REDACTED PCR 1-4 Quest No REDACTED PCR 2-3 LabCorp No REDACTED PCR 1-3 CompuNet Yes REDACTED PCR 1-2 Lucid Yes REDACTED PCR 1-2 The two (2) laboratories that met out requirements were CompuNet and Lucid. We have had previous and current contracts with CompuNet. Their performance is exceptional and the pricing more realistic. Our preferred vendor/referral lab is CompuNet. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
