- Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to solicit from a single source with Institute of Transportation Engineers for on-line training for smaller local and all tribal transportation technical staff in basic construction and engineering fields such as: traffic engineering, traffic safety, roadway design, transportation operations, transportation planning, and intelligent transportation systems. The Institute of Transportation Engineers (ITE) manages a technical service program (The Learning Hub) that focuses on developing training products for technical staff in the areas of construction, maintenance, and materials. The ITE Learning Hub web-based on-line training modules covering a variety of topics in the three primary disciplines. As a national resource, ITE helps states, local government, and industry save money at a critical time of infrastructure investment through course development, web-based trainings, information, and resource sharing that is available at substantially reduced cost. The contractor shall provide access to web-based training modules for local and tribal transportation practitioners in smaller jurisdictions (counties less than 100,000 population; cities, towns and townships less than 50,000 population; all tribal governments) in several categories, such as transportation fundamentals, intelligent transportation systems (ITS), traffic engineering and safety. The contractor shall provide all personnel, equipment, supplies, facilities, tools, materials, supervision, and other items and non-personal services necessary to maintain on-line access to these training modules. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm�s capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
