Description
PLEASE READ THIS NOTICE CAREFULLY. This pre-solicitation notice is being issued in accordance with Federal Acquisition Regulation (FAR) 5.204. This procurement is being conducted in accordance with FAR Part 15, Contracting by Negotiation. The United States Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE) intends to competitively award a contract for a project titled �Mississippi Canyon Area, Block 20 (MC20) Full Field Survey�. The Government anticipates awarding a firm-fixed-price type contract. There are no set aside restrictions. The BSEE Acquisition Operations Branch is the contracting office for this procurement and the resultant contract administrator. All potential Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov at the time of submission of an offer. The associated North American Industrial Classification System (NAICS) code for this procurement is 541370, Surveying and Mapping (except Geophysical) Services. The total period of performance of the contract, including the exercise of any options, is not expected to exceed 12 months from award date. Award is subject to availability of funds. BSEE has a requirement for sub-bottom/below mud line (BML) survey of the MC20 site in the Gulf of Mexico, as a result of an oil and gas drilling platform being toppled by a subsea mudslide that occurred in 2004. The objective of this full field survey is to determine the extent, expanse, orientation and characteristics of the conductors and other well components from the MC20 Platform A and other BML objects, so that the United States Government (USG) can identify the full extent of the field from the platform�s former well bay location to the erosional pit adjacent to the downed jacket. The selected contractor shall perform project management functions and provide oversight, secure the necessary scanning device and other support-equipment, as well as provide respective personnel needed to plan for and direct subsurface scans. The survey could include up to 60 BML acoustic scans (AC), or as many scans needed to determine the full expanse of the well conductors and associated tubulars. The selected contractor shall ensure the proposed mechanism and tools are appropriate for the subsea conditions, including the characteristics of the sea floor and overlain sediment (up to 175 feet in depth). As scans are performed, the contractor shall also be required to collect and process data, such as video and sonar coverage, which will be used for reporting-purposes and planning subsequent response efforts.
