Description
On 15 April 2021, in accordance with 10 U.S. Code � 2371b, the Army Contracting Command � Orlando has awarded an Other Transaction Agreement (OTA) via the Training and Readiness Accelerator (TReX) for Prototype 1: Bulk Fuel Over-the-Shore Delivery System (BFOSDS), one of the eight possible Naval Operational Logistics Distribution Systems (NOLDS) prototype projects. A Request for Solutions for these efforts was issued through TReX on 18 June 2020, which resulted in the submittal of two responses for BFOSDS. The prototype project was awarded�to Maritime Applied Physics Corporation located in Baltimore, MD. The total value of this prototype project, if all options are exercised, is $29,529,165.92. The BFOSDS is a fuel storage and delivery capability designed to be minimally manned with low visibility and able to operate in an austere environment.� The scope of work for this effort includes concept design, prototype fabrication, and both land and sea testing. Upon successful completion of this prototype effort, the Government anticipates that a follow-on production effort may be awarded via either contract or transaction, without the use of competitive procedures if the participants in this transaction successfully complete the prototype project as awarded. The Government defines success as when the prototypes have been validated and is accepted by the Government. Further, the government reserves the right to determine part or all of the prototype project is successfully completed if the vendor shows a particularly favorable or unexpected result justifying the transition to production.
