Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. No Solicitation is currently available. All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 333922 Conveyor and Conveying Equipment Manufacturing, and the small business size standard is 500 Employees. PSC Code is 3910, Conveyors. Project magnitude is between $1,000,000 and $5,000,000. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. Description of Program Objectives The purpose of this source sought is to conduct market research to seek out interested vendors capable of fulfilling the requirement. The VA Northern California System, VA Medical at Mather Campus is seeking a design build for installing a new pneumatic tube system with an effective reliable solution. This project covers the building 650 and 700 in Mather: 310,860 square feet. Note: The Government anticipates that the construction mobilization to be started after 65% design development submittal turn-in (schedule overlap) and the construction completion is approximately 230 calendar days after 65% design development. The duration of this project is 405 calendar days after the notice to proceed is issued. The Design Build contractor shall furnish design and construction as follows: a. Design: all design (AE) services, materials, supplies, equipment, investigations and project supervision, transportation, administrative support, and any necessary professional engineering services required for 35%, 65%, 100% design, including the drawings and specifications, and construction period services associated with this contract. Design shall meet VA Design Guides and Design Criteria and VA Master Specifications at the technical information library TIL (www.cfm.va.gov/TIL). Design shall follow all current applicable codes, including International Building Codes (IBC), National Fire Protection Association (NFPA), Occupational Safety and Health Administration (OSHA). The scope of AE services shall include preliminary site investigation of the planned project location and temporary trailer site location; development of a complete stamped and signed design package including all appropriate trades which, at a minimum, should include - architectural, mechanical, electrical, telecommunications, structural, etc. for the project; construction period services including, but not limited to - submittal review, RFI review and responses, weekly construction site visits, meetings, reviews and emergency phone or on-site responses as issues arise. b. Construction: all labor, materials, supervision, and administration for the construction phase of this contract. The project is located at the VA Mather Site that is part of the Northern California Health Care System (VANCHCS). The Design Build Contractor shall furnish and install a fully functional standalone Pneumatic Tube System for the entire building 650 and 700 approximately 310,860 square feet at Mather. The system as defined is a fully functional system and requirements are outlined below. The system shall include all licensing and permitting required that will last 5 years before renewal is required: The system shall be operated by simple keypads. The system shall include (8) standalone control stations with card readers. The system shall have safe zone or defined zone capability. The Design Build Contractor shall work with staff to build and define the zone features. The system shall be able to provide different tiers of administrative and designated user access for supervisors, frontline staff, and maintenance purposes. The system shall have the ability for storage and usage throughout. The Government requests that ALL interested parties provide the following capability information to the Contract Specialist, Daniel Jhun by email at: daniel.jhun@va.gov by close of business May 12, 2021: (a) Include general information and technical background describing your firm's experience on contracts requiring similar efforts to meet the program objectives (b) Business Size (Large/Small) (c) Business Socio-Economic Status (SDVOSB, WOSB, 8(a), HUBZone, etc.) (d) Anticipated Teaming Arrangements (if any) (e) List of Projects (Government and Commercial) that are similar is scope and size (f) Average price per each station identified under paragraph (b) above (g) SAM record (h) DUNS number (i) Ability and experience in managing projects between $1,000,000 and $5,000,000. (j) Bonding Capability; per contract and aggregate. (j) the ability or commitment to comply with the limitation on subcontracting Interested parties shall not submit more than 10 single-sided, type-written pages using 12-point font or larger. Published literature may be any number of pages. The Government will use this information when determining its business type decision. This synopsis is not to be construed as a commitment by the Government and no contract will be awarded as a direct result of this Sources Sought announcement.
