THIS SPECIAL NOTICE IS NOT A REQUEST FOR QUOTES. This notice is for informational purposes only. The intent of this Sources Sought Notice 36C24421Q0557_1 is to identify any Small Businesses, mainly SDVOSB/VOSB vendors who can provide Ultra Low Temperature Freezers (-80C) as listed in the attached Statement of Need. In addition, we are also seeking any Small Business manufacturers that have the capability of providing this system as well. This is neither a solicitation nor a promise of future work. Small Business, SDVOSB, and/or VOSB manufacturers authorized distributors are encouraged to submit your company s information and capability statement in response to this Sources Sought Notice. This notice does not constitute a formal Request for Quote (RFQ), nor is the government obligated to issues an RFQ. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this survey. Potential vendors should respond with their ability to provide the following brand name: The Department of Veterans Affairs (VA), VISN 4, Network Contracting Office 4 (NCO 4), is seeking information and potential qualified sources capable of meeting the Statement of Work (SOW) for a Brand Name or Equal, for the Philadelphia VA Medical Center, 3900 Woodland Ave, Philadelphia, PA. The information identified above is intended to be descriptive, not restrictive and to indicate the quality of the supplies/services that will be satisfactory. It is the responsibility of interested parties to demonstrate to the government that they are capable of providing the equipment or supply that fulfills the required minimum specifications mentioned above. STATEMENT OF WORK Statement of Need for: BRAND NAME OR EQUAL TO Thermo Scientific Ultra-Low Temperature Freezer -86 C, 19.4 Cu ft. 120V Introduction The Research and Development Service has a dual mission at the Corporal Michael J. Crescenz VA Medical Center in Philadelphia, Pa. Besides providing VA researchers and affiliated staff the ability to store research samples in building 21, they also support the Medical Center storage capabilities by providing freezers as needed to the Pharmacy and the Laboratory. In the past two years we have provided multiple cooling units to the medical center to store products to include the COVID vaccines. Research is needing to replace 4 minus 80 freezers that no longer operate, and which will exceed the acceptable costs in repairing them. Justification: The TSX model requested has been in used for years at the VA and by staff at our affiliated universities without performance issues. This freezer has provided reliable and consistent temperatures to our Research samples during hot days and when the surrounding ambient temperatures are exceedingly harsh to this type of equipment. A unique feature on this unit has been the alert notification system, which is activated whenever temperature gradients falls below the thresholds established by the Investigators. Another key feature is in the design of these units, which accommodates large volumes of samples on a smaller footprint. Even the electrical requirements are minimal compared to other units in the market, a 115V, 60Hz, NEMA 5-15 plug is required for this unit. Minimum capacity of 19.4 cu. ft Forced air circulation for temperature uniformity. The device will include an interface design with touch screen capability. Freezer will maintain a uniform temperature throughout the cabinet: Unit needs a peak Variation of energy-efficiency of less than 5oC Three shelves comprising of 4 cabinets for storage. Two inner doors to reduce cold air loss and improve temperature recovery Double outer door to improve temperature stability for frequent daily access. Temperature settings which are user-adjustable in 1oC increments. User-defined temperature alarm settings, both low and high. Both a visual and audible alarm. Ability for remote temperature monitoring and alarm. Capable of storing 400 two-inch boxes. Capable to be defrosted manually as required or annually as recommended by manufacturer. The exterior dimension shall not exceed any one of the following measurements: Height: 78 inches Width: 28.3 inches Depth: 40 inches Interior dimension shall not exceed any of the following measurements: a. Height: 51.2 inches b. Width: 23.1 inches c. Depth: 28.3 inches Weight shall not exceed 573 lbs. Electrical requirements include a 115V 60Hz; Plug Type: NEMA 5-15 The freezer must be an upright model with inner door and an outer door Capacity in the freezer should not exceed 165.lbs Vial Capacity should be 40,000 x2mL. If your company is a small business and an authorized distributor/reseller for the types of items required with the characteristics referenced above, do you alter; assemble; or modify; the items requested in any way? Does your company have an FSS contract with GSA or the VA NAC or a GWAC contract holder with any other federal agency? If so, please provide the contract number. General pricing of your products is encouraged. Pricing will be used for the purpose of market research only. It will not be used to evaluate for any type of award. Information provided by potential sources will be utilized by the Government to determine market availability and procurement strategy. An award of a contract will not result from this Sources Sought Notice.
