Description

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division-Kansas City office intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Seafloor System, Inc., 4415 Commodity Way, Shingle Springs, CA� 95682 for upgrades to the currently owned Seafloor Systems Echoboat Autonomous Surface Vehicle (ASV).� Upgrades include replacement of the hull of the current 160 model with the 240 model version, replacement of the current �drone-style� 160 version batteries with the new 240 version batteries, porting of existing sensors, cabling and a customized trailer.� � Background The National Oceanic and Atmospheric Administration�s (NOAA) Navigation Response Branch requires the procurement of upgrades for their currently owned Seafloor Systems Echoboat Autonomous Surface Vehicle (ASV). This ASV is used for hydrographic survey and emergency response work and is in need of upgrades to increase its safety, endurance, efficiency and data collection capability. Sole Source Justification Upgrades to the currently owned Seafloor Systems Echoboat ASV must be 100% compatible to the existing equipment on the vessel to ensure its continued safe operation during hydrographic surveys for nautical charting and emergency response. �Compatible upgrades by the manufacturer will also ensure the validity of all included warranties remaining on the vehicle. Upgrades performed by an unauthorized source could render the vehicle inoperable in a worse-case scenario and would void any warranties with the manufacturer. Seafloor Systems is the only source for the Echoboat ASV. In addition, they are the sole provider for proprietary parts, system maintenance and system updates for the Echoboat ASV. Special Notice This is the only notice to be posted.� This special notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the required upgrades and be in compliance with the above justification may submit substantiating documentation in writing within the open period of this notice.� Responses can be sent via e-mail to shelley.neubert@noaa.gov and shelley.neubert@gmail.com. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. If no documentation is received, award will be made directly to Seafloor Systems, Inc. �� DOC, Eastern Region Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
