- This is a pre-solicitation notice of the U.S. Department of Energy (DOE) Office of Headquarters Procurement Services� (MA-64) intent to proceed with a sole source acquisition pursuant to FAR 13.501(a) as there is only one responsible source that can provide the required services.� MA-64 intends to solicit and negotiate with S&P Global, Inc., doing business as (dba) S&P Global Platts, in accordance with 41 U.S.C.1901 or the authority of 41 U.S.C.1903. The anticipated Contract period of performance is one (1) base year, four (4) option years, and the option period up to six months pursuant to FAR clause 52.217-8. This notice is being provided pursuant to FAR subparts 13.105, 5.203(a) and 5.204. This proposed action is for the procurement of a proprietary annual subscription from S&P Global Inc. to receive the S&P Global Platts suite of Oilgram Price Report, Gas Daily, International Coal Report, International Gas Report, UDI World Power Plant Directory, Megawatt Daily, and Nucleonics Weekly. �S&P Global Platts, a division of S&P Global Inc., is the only known supplier of the natural gas, coal, petroleum price and shipping cost indices that are used as benchmarks in the energy industry.� In addition to its unique proprietary price indices, Platts provides a distinctive source of real-time intelligence on hard to obtain petroleum industry and company-level activities, including refinery operations, pipeline activity, mergers and acquisitions, exports, and imports, that provides invaluable insight necessary to validate weekly respondent data published in the weekly petroleum status report (WPSR) and help EIA analysts complete their assigned tasks.� Only one responsible source and no other supplies or services can satisfy any agency requirements in accordance with 41 U.S.C. 3304(a)(1).� The anticipated North American Industry Classification System Code (NAICS) is 511120 � Periodical Publisher; Business size standard 1000 employees.� This pre-solicitation notice is for information and planning purposes only. This notice does not constitute a formal request for quotation (RFQ) and any responses to this notice will be treated as information only. No RFQ exists; therefore, do not request a copy of a RFQ. No award will be made as a result of responses to this notice. Contractors are advised that the Government is not under any obligation to provide any responses as a result of this notice, nor is the Government bound to any further actions related to this matter. The information provided in this notice is subject to change and is not binding on the Government.
