THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Purpose The Federal Aviation Administration (FAA) is searching for firms who can:� Manufacture fabricated metal parts to be used in forty-eight (48) different rack configurations, primarily in terminal environments that meet the requirements specified in the FAA drawings (attachment 1). Manufacture twenty (20) separate types of fabricated metal parts to be used in forty-eight (48) different rack configurations to be included in Phase 2 NEXCOM and Reprioritization equipment racks to be installed at various FAA Air/Ground (A/G) Communications facilities in the National Airspace System (NAS). Manufacture and delivering the following fabricated metal parts in Table 1: TABLE 1 FABRICATED METAL PARTS Includes: A- Panel Perforated A Panel V2 4-RF Body Panel V2 Modified DIN Mounting Rail DIN Rail Plate 40-Block 6.5X2 Inch Bus Bar V2 Telco Pull Out Tray V2 1-RF Body Panel Cable Hinge Plate Assembly V2 Pull Out Tray Modified Perforated V2 Roof Plane Plate Right V2 Radio Equipment Support Bracket Left V2 Radio Equipment Support Bracket Harness Tray Mounted Bracket Utility Vent Panel w/Handles B-Panel Bracket Slide Trimmed 79.00"" X 6.00"" Harness Tray 79.00"" X 4.50"" Harness Tray 70.00� X 4.50� Harness Tray The FAA is also using this announcement to: Notify industry of the FAA�s requirement for continued production of twenty (20) separate types of fabricated metal parts with CNI Manufacturing Inc., until a new contract is awarded (anticipating a 2022 timeframe). Advise industry that the FAA does not currently know of any other vendor, except for CNI Manufacturing Inc., who is capable of manufacturing and delivering the fabricated metal parts and who can be set up to pass FAA�s First Article Testing (FAT) within the required time. Background CNI Manufacturing Inc. currently provides custom-built fabricated metal parts within the required timeframe under contract 693KA8-20-D-000001. The current vendor can produce the fabricated metal parts required in an opportune manner and to the FAA specifications without causing a break in service. According to the Acquisition Program Baseline (APB), signed September 5, 2017 the NEXCOM Phase 2 project has a requirement to make two hundred and forty-six (246) sites operational by December 2022. To meet this requirement five hundred and ten (510) racks need to be completed to make the two hundred and forty-six (246) sites operational. The current contract, 693KA8-20-D-000001, expires on June 15, 2021. To the FAA�s knowledge, CNI Manufacturing Inc. is the only vendor who possesses the expertise to manufacture and deliver the fabricated items within the required timeframe. It is the FAA�s understanding it would take a new vendor sixty (60) days to complete FAT, manufacture, and deliver the first production units. In contrast, CNI Manufacturing Inc. can manufacture and deliver these parts as soon as thirty (30) days after contract award. If the fabricated metal parts are not available, the telecommunication equipment racks, which require the fabricated metal parts, cannot be assembled and installed. The rollout of the NEXCOM digital radios are dependent on these racks to hold the required telecommunication equipment. Any delay in the deployment of the radios will result in the reduction of the number of available Air Traffic channels and increases the likelihood of Air Traffic delays. The delays could significantly increase the costs to airline operations by increasing air traffic disruption. This also could increase the risk to NAS safety. Disclaimer This is not a Screening Information Request (SIR) or request for proposal. The FAA is not seeking or accepting unsolicited proposals. The FAA is seeking interested sources that are capable of fulfilling the FAA�s requirements.� Industry feedback will be considered in the preparation of the acquisition strategy. In accordance with A.M.S. Policy 3.2.1.2.1, this sources sought is to solicit statements of interest and capabilities from interested business concerns. This Sources Sought also seeks to identify potential vendors for this work, including groups of business teams. Participation in this sources sought is voluntary and respondents may choose to respond to all or some of the requests. Submissions in response to this sources sought announcement must be relevant to the subject of the sources sought. Responses will be reviewed by U.S. Government employees and a limited number of Government support contractors working under non-disclosure agreements.� Providing a response to this sources sought neither qualifies respondents for, nor excludes respondents from, responding to a resulting a future SIR. Any and all material submitted � whether proprietary or not � may be used to develop FAA�s acquisition strategy.� If respondents do not want specific information used in this manner, then such information should not be submitted. The FAA is generally not seeking proprietary material.� If the respondent does submit proprietary or confidential information in the sources sought submissions, the information must be marked as such. The responses to this sources sought will be used for information purposes only and will not be released, except as required under the Freedom of Information Act (FOIA).� Proprietary information that is appropriately marked will be protected in accordance with FOIA. Instructions for Submittals The Government welcomes industry responses from vendors who believe they are currently capable, or will be capable by April 2021, of manufacturing and providing the fabricated metal parts. Responses must provide evidence of the vendor�s capability to support manufacturing and delivering the fabricated metal parts. Individual e-mail message size (i.e., email body text plus any attachments) must not exceed 10 MB. If more than one email is required to complete a respondent�s submission, then in email subject header following the company name, state which submission in the sequence is contained in the given email and the total number of email submissions being made by respondent (i.e., Email 1 of 2, Email 3 of 3, etc.).� Submissions must also include company point(s) of contact, title(s), telephone number(s), email address(es) and mailing address. Responses will not be returned. Submission of electronic files on digital data storage media (i.e., Blu-ray, DVD or CD; flash drives) will NOT be accepted. No comments, questions, or inquiries shall be made to any Government person other than the point of contact identified. All submissions in response to this announcement must be in writing and are due by 5:00 PM EDT on April 13, 2021. Telephone calls or paper submissions will not be accepted. Comments and questions on the sources sought are not considered part of the response submission. Responses must be submitted in electronic format according to the format guidelines above. Informational product sheets must be provided in Microsoft Office or Adobe PDF (portable document file) format.
