- The Defense Logistics Agency (DLA), Land and Maritime located at the Norfolk Naval Shipyard, Portsmouth, Virginia, Contracting Division intends to negotiate a firm fixed price contract, for the items listed below utilizing the North American Industry Classification System Code 333515 Cutting Tool and Machine Tool Accessory Manufacturing. This requirement will be set aside as a 100% Small Business concern and incorporates FAR Clause 52.211-6 Brand Name or Equal.� The items being purchased are for a Wallace and Coast Pipe Bender as described in the Scope of Work. The Contract Line Items (CLINs) are as follows. N4215803490157 DIE BEND DIE 3"" IPS, 3D NOTE: The requirements in DFARS 252.211-7003, Item Identification and Valuation, are applicable for this line item. The solicitation number is SPMYM121Q0042 and it is expected to be posted on or about 5 April 2021 and posted in BETA SAM, https://beta.sam.gov/. Quotes will be due by 6:00 am EST on 13 April, 2021 and may be emailed to the attention of Craig Harmon at craig.harmon@dla.mil. SCOPE OF WORK: This scope covers the requirements for ordering pipe bending tool sets for the Wallace and Coast CNC Pipe bender. Delivery to Norfolk Naval Shipyard, Portsmouth, VA. EQUIPMENT DESCRIPTION: The equipment shall consist of tooling for a Wallace and Coast CNC pipebender, 4"" - 6"" MPS - Type 2, DPAS 4215801325, Manufacturer Model Number 1006A-PC, Serial Number 1006-PC-97-545, as described below: COMPONENTS: Tooling sets shall consist of the following components (in CCW configuration) for various specified sizes: Bend die Clamp die Pressure die � mild steel Mandrel MATERIAL: Unless otherwise noted, all tooling components shall be manufactured from heat treated tool steel. GRIP AREA: All clamping dies shall be smooth, and be of sufficient length to prevent slippage of listed pipe/tube sizes and materials. MANDREL: The mandrel shall fit the mandrel rods of the 1006 bender owned by C960 in Bldg.202. SALIENT CHARACTERISTICS: The pipe bending toolsets will have the following salient characteristics: DESCRIPTION QUANTITY 3.0"" IPS BEND DIES (3.5� OD) BEND DIE BODY, 3� IPS, 3.5� OD 9.00 CLR (3D) 180.0 MAX DOB WEIGHT REDUCING HOLES ALLOWED 1 BEND DIE BODY, 3� IPS, 3.5� OD 15.00 CLR (5D) 180.0 MAX DOB WEIGHT REDUCING HOLES ALLOWED 1 PRESSURE DIES PRESSURE DIE, ASSIST 3.0 IPS 3.5 OD, 57� LONG, SMOOTH FINISH 1 CLAMP DIES CLAMP DIE, 3.0 IPS 3.5 OD, SMOOTH FINISH 1 MANDRELS PLUG MANDREL, 3.0 IPS 3.5 OD, SCH-160, 0.438 WALL 1 LIFTING /HANDLING Tooling weighing more than 50 lbs. shall come equipped with all necessary lifting and handling attachments per CFR 1910.217(d)(8). Weight reducing features such as section holes may be incorporated into the bending dies. Contractor shall provide a 5/8-11 UNC-2B RH tapped hole(s), 1-118 inch deep, on all dies over forty-five pounds and a 3/4-10 UNC-2B RH tapped hole 1-1/8 inch deep, for all dies over 4000 lbs. as a means for safely lifting, using customer supplied swivel hoist ring(s). The tapped holes shall be vertical, and arranged about the center of gravity in non-contact surfaces for balanced lifting in the working position of the die.
