Description

This is a notice of intent for a proposed contract action in accordance with FAR 5.201(b)(1)(i). The 763d Enterprise Sourcing Squadron (763 ESS) requires fixed-base operations (FBO) services provided at Oscoda-Wurtsmith Airport (OWA), located in Oscoda, Michigan, in support of the 2021 Mobility Guardian Exercise (MGE), in accordance with Attachment 1 � FBO Service Specifications.� The proposed solicitation number for this contract is FA4452-21-R-0007. The period of performance for this contract will be 01 May 2021 through 10 June 2021, and performance will be at OWA. The Government intends to negotiate with only one source and issue a sole source, firm-fixed price contract to Phoenix Composite Solutions, LLC (Phoenix), 5911 Mission Street, Oscoda, MI 48750, under the authority, 10 USC 2302b as implemented by FAR 13.501(a)(2); demonstration that the contractor�s unique qualifications or nature of the acquisition requires the use of authority 10 USC 2302b. This is not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which may be considered by the agency. Phoenix is located on OWA, and is the only authorized FBO service provider for OWA. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The resultant contract action will be firm-fixed price. Verbal requests will not be acted upon. The North American Industry Classification System (NAICS) Code is 488190.
