- ������������������������������������������������������������������������������ SOLE SOURCE JUSTIFICATION The U.S. Marshals Service (USMS) Office of Public Affairs (OPA) is seeking a media relations tool that provides comprehensive media monitoring, in-depth media contact information, easy-to-use data visualization and reporting tools, analytics and tracking capabilities, project management and workflow tools, and results analysis tools in a single platform. OPA is the agency�s principal point of contact for news media representatives. OPA�s mission is to protect the public image of the USMS and to increase understanding of USMS missions by providing timely and accurate information to the media, stakeholders, and the public. OPA does this through multiple means, including writing and distributing news releases, developing official statements, issuing advisories, arranging interviews, writing articles, coordinating communications, and answering queries. OPA also monitors all forms of media to detect writings about the USMS and to inform senior managers about high-interest items, items that create a negative impression of the USMS or its employees, and media trends that may impact USMS missions. To meet these responsibilities, OPA requires a software-as-a-service (SaaS) system that provides the capabilities listed below. Cision is the ONLY source for a solution that can satisfy these requirements in their entirety in one platform within a turnkey application. The specific requirements include a system that provides: 1. Comprehensive global media coverage with at least 5 million sources from print, online, broadcast, radio, social, and blog media, 2. Monitoring of more than 20,000 global podcasts and ability to transfer podcast speech-to-text for easy distribution, 3. No limitations on access to media and distribution to internal team members due to ""paywalls,"" 4. The ability to access news articles in other languages (Spanish, German, French, etc.) with translation capabilities, 5. Capability to archive searches, articles, audio, and video files, 6. A 100% web-based SaaS solution that requires minimal IT support to implement and maintain, 7. All access and services for an unlimited number of simultaneous users, 8. A single fee for all services provided to an initial group of 12 users with the ability to add additional users in bundles of three, 9. In-person training for up to 20 USMS personnel at USMS Headquarters in Arlington, Virginia, with additional training resources available live or recorded, online or through one-on-one/one-to-many collaborative systems as needed, 10. Live helpdesk services from 8:00 am to 5:00 pm Eastern Time via phone, chat, email, or other means, 11. Compatibility with USMS IT and back-office systems, including Microsoft Office Suite, Outlook, Adobe Acrobat, 12. Included IT consultation services to assist USMS ITD in ensuring smooth operation with USMS IT systems and transition of legacy data as necessary, 13. A large customer base, including federal government agencies, to demonstrate expertise in federal IT systems integration, as well as regular updates and improvements in products and services, 14. Service Organization Control (SOC) 2 Type II certification in accordance with attestation standards established by the AICPA or equivalent certification to ensure privacy of USMS information, 15. A comprehensive global media database with at least 1 million contacts and at least 1 billion social influencers at the local, regional, and national levels, that is updated regularly by in-house research staff, 16. Contacts from print, online, radio and television broadcast, social, and blog media outlets, 17. Intuitive, plain-language search to identify contacts actively writing about key topics and to develop lists, along with capability to save an unlimited number of searches, 18. Search based on flexible geographic criteria beyond major cities, states and regions. 19. Access to a publicity opportunities database that combines editorial calendars, award opportunities, and events information, 20. Detailed journalist profile information that integrates media research and department activity/project history, 21. Distribution tools that allow personalized press releases to be sent directly from the online system to media lists created and managed within the application, 22. The ability to edit and archive any clip to share video and audio content with internal teams and highlight key metrics such as viewership and sentiment, 23. Collaborative contact management tools that enable staff to manage and share media lists, relationships, and project activity, 24. Contact management to keep track of click-through activity, recent conversations, and any other interaction, 25. The ability to automatically track which journalists have opened/read your press release and gauge interest levels based on their click-through activity, 26. Press inquiry management capabilities which allow for setting up interviews for others in the organization, the ability to forward briefs on the media internally, and report on results using existing report templates and the ability for create new templates with background information, 27. Ability to send one-to-one emails, craft attractive pitches, or send large press releases, all in a single platform, 28. Ability to send press releases from within the system to at least 2500 newsrooms, at least 150 countries, and at least 10,000 websites, 29. A suite of rich content and multimedia tools so it�s easy to organize, create, and share USMS visual assets in a variety of formats, 30. Templates and tools to create and customize routine documents such as newsletters, news releases, media advisories, etc. 31. Dashboard, reporting, and data visualization tools and analytics that show campaign, program, and organizational performance 32. A 24/7/365 editorial support team, 33. The ability to share coverage through newsletters, RSS feeds, Slack integration, and APIs, 34. The ability to set real-time alerts and notifications based on user-defined criteria, 35. Print/licensed content with access to over 20,000 paywall, trade & print publications.
