U.S. Air Force Seeks Japan Industry Input on ASTM F2090 Compliant Window Fall Protection This Request For Information (RFI)/Sources Sought (SS) is issued on behalf of the U.S. Air Force Installation Contracting Center (AFICC), 766th Enterprise Sourcing Squadron (ESS), located on Joint Base Pearl Harbor-Hickam, Hawaii. This notice is not a Request for Quote (RFQ) or Request for Proposal (RFP). Responses to this notice is for informational purposes only. Responses received will not be considered an offer and/or proposal.� As a result, responses will not be accepted by the Government to form a binding contract (FAR 15.201(e)). Purpose: The purpose of this notice is to conduct market research to identify potential sources for a solution to meet standard ASTM F2090 in support of Air Force and/or other Department of Defense mission partners within the U.S. Pacific Air Forces (PACAF) Area of Responsibility (AOR). The Government seeks industry comments in response to the specific questions listed below. In accordance with (IAW), FAR 15.201(c), responses to this notice can be used to develop future acquisition strategies, determine the feasibility of the requirement, the suitability of the proposal instructions and evaluation criteria, the availability of reference documents, and any other industry concerns or questions. The results may also be used as an effort to obtain competition, identify qualified potential sources and promote full and open competition to the maximum extent practicable IAW FAR Part 19, FAR Part 10, FAR Part 12, FAR Part 6, FAR Part 5, and the Competition in Contracting Act (CICA), 41 U.S.C.253. Background:� The US Air Force is mandated by Congress to retrofit all military family housing with window fall protection to prevent young children (under the age of 5 years old) from accidental falls.� The Air Force has three installations in Japan (Kadena AB, Naha Prefecture; Misawa AB, Aomori Prefecture; Yokota AB, Tokyo Prefecture), with over 6,390 family homes needing window fall prevention retrofit (estimated total 19,200 windows).� We are searching for an affordable, and locally available retrofit option for these homes in Japan.� Photos of existing windows are included as Attachment 1. Window fall protection is required to comply with the standards outline in ASTM F2090 (Attachment 2).� This standard ensures that windows can be unlocked and used in an emergency for egress/ingress (escape/rescue). ASTM F2090 allows for three different types of retrofits (only one type is required per window).� This RFI is limited to two types of window fall protection: �Window Opening Control Device � A device that controls a window sash opening to no more than 4.0-in. (102-mm), with a release mechanism that shall allow the window sash to be opened to a larger opening area as required for emergency escape and rescue.� The WOCD must automatically reset when the window sash is fully closed. The WOCD release mechanism shall be designed with to allow for emergency escape without the need for keys, tools or special knowledge.� To protect against inadvertent opening of the window beyond 4inches (102mm) by a young child, the WOCD release mechanism shall consist of either two independent single action mechanisms or one dual action mechanism. For more information on the release mechanism requirements, please reference section 9 of the ASTM (Atch 2).� Note:� Peel & stick WOCDs will not be considered.� The adhesives do not stand up to heavy use, and will void warranty on existing high wind (typhoon) safety film. The following websites are examples of compliant WOCD commercially available in the U.S.A.� https://angel-ventlock.com/ 2.� Fall Prevention Screen- Screen device designed to fit into or onto a window to prevent a child from passing or falling through an open window. Typically mounted on the exterior surface/frame of a sliding style window and on the interior of a cranking style window and includes screening mesh or material and attachment mechanism(s) of sufficient strength to meet the performance requirements of this standard while preventing passage of a child. Note:� A fall prevention screen is not the same as an insect screen.� Fall prevention window screens must meet the testing and operation specifications outlined in ASTM F2090.� Specifically, a fall prevention window screen must withstand a 60-lbf13 (267-N) direct force (applied in accordance with the specific test method outlined in ASTM F2090), after which the distance between screen�s structural members or components shall not exceed 4.0in. (102 mm).� For more information, please reference section 4 of the ASTM (Atch 2). At a minimum, interested parties shall provide: 1) a capabilities report/brief and 2) complete/sufficient responses to industry questions & 3) specifications for any solution/product provided meeting the standards laid out in this notice. Industry questions: Are there any commercially available Window Opening Control Devices (WOCD) that comply with all of the ASTM F2090 requirements? The government is particularly interested in devices that might work on the gliding style windows pictured in Attachment 1. Are there any�manufacturers of custom fall prevention window screens that comply with all of the ASTM F2090 requirements?� Submission Instructions: All submissions to this notice shall be submitted in writing via BetaSam and via email only, no phone call responses or inquires will be accepted.
