- THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A QUOTE (RFQ). A RFQ WILL NOT BE ISSUED AND QUOTES WILL NOT BE REQUESTED. NSWC, IHEODTD Indian�Head, intends to award a contract on a noncompetitive basis to Florida International University (FIU) in the Department of National Forensic Science Technology (NFSTC) for the following: 1-Year Expeditionary Forensics eXploitation (EFX) Training � This action is to be undertaken in accordance with FAR 13.106 (b) Soliciting from a single source, on the basis that the vendor is the only known source capable of meeting the government�s requirements. � Expeditionary Exploitation Unit 1 (EXU-1) provides sustained global operations and develops war essential elements of intelligence, information, and procedures to counter ordnance in support of the Department of Defense (DoD) and the security needs of Government Agencies. The core mission of EXU-1 is to collect, process, exploit, and analyze enemy improvised and conventional explosive tailored deployable platoons support to individual services, DoD, and national level intelligence activities as directed by higher authority. EXU-1 provides the capability to rapidly identify evolving threats by deploying and sustaining subordinate platoons capable of conducting exploitation for Technical Intelligence (TECHINT) of explosive hazards and explosive ordnance, their components, and other explosive hazards for the purpose of providing near real-time TECHINT to tactical and operational commanders and Explosive Ordnance Disposal (EOD) forces. Expeditionary Forensics eXploitation (EFX) Training is in support of the needs of the warfighter during Combative OCONUS mission requirements based on Command�s Required Operational Capabilities and Projected Operational Environment (ROC/POE). This EFX Training consists of an 80-hour intensive techniques course to prepare warfighters for intelligence gathering opportunities. Students are trained to use the current kits and return to the field with tools, proficiency and hands-on experience. In addition to techniques, trainees gain skill and practice implementing best practices for identifying, handling and collecting items of evidential value. They learn to recognize the intelligence value of evidence as well as basic forensic analysis. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this electronic notice must be made by 10:00 am EST on 19 March 2021. Oral communications are not acceptable in response to this notice.
