Description
INTENT TO SOLE SOURCE INTRODUCTION: The Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC), intends to award a bridge contract on a sole source basis with McKinsey & Company for a proven COVID-19 epidemiology model and rapid pandemic response options for the entire VHA Healthcare System and Fourth Mission. The purpose of this contract is to act as a stop gap measure while VHA is currently working on a competitive acquisition under Request for Information (RFI) 36C77621R0041. The performance period will be for one month, plus a one-month option to extend at the discretion of the Government, if necessary. The current performance period expiration date is March 19, 2021. REQUIREMENT: The Veterans Health Administrations (VHA), Program Contracting Activity Central (PCAC) requires a contractor to provide effective, proven, ongoing COVID-19 epidemiology models and rapid pandemic response options to VHA. Potential epidemiology modeling solutions must be managed 24 hours a day/7 days a week by an integrated team of industry SMEs who are constantly updating and refining the model throughout the Period of Performance. The Contractor shall provide a compartment-based epidemiological model, validated with leading epidemiologists, with projections of R_0, infection fatality rate, and other important aspects pertaining to the spread, morbidity, and mortality of COVID-19 across all US states, territories, counties, and 150+ global countries. The Contractor shall use industry best practice, academically-rigorous compartmental, mathematical modeling, informed by the latest peer-reviewed evidence on SARS-COV-2 and public health intervention impact to generate over forty near-term (~100 day) and long-term (~2 year) epidemic scenarios across over 170 countries and over 4,000 sub-country jurisdictions (including all U.S. counties). The Contractor shall provide analysis that will highlight the criticality of assumptions, show their differential impact and enable strategic responses to uncertainty, in relation to scenario estimates of infection, healthcare demand (hospitalization and ICU), and mortality, under a spectrum of transmission patterns and adjusting for local demographic factors (age, and in the US, racial demographics). The Contractor shall provide analysis leading to rapid COVID-19 pandemic response options that will support preparedness for VHA s full healthcare system; pulling from a comparable U.S. Healthcare system of 170 hospitals or larger. ADMINISTRATIVE: The VHA, PCAC, intends on awarding this contract pursuant to the authority of FAR 13.501, only one responsible source and no other supplies or services will satisfy agency requirements. It is anticipated that a single award, firm-fixed-price contract will be awarded in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13.5. The applicable NAICS code is 541611 with a size standard of $16.5 million. This notice of intent is not a solicitation, nor is it a request for competitive quotations and/or proposals; however, capability statement responses received within five (5) days after date of publication of this synopsis will be considered by the Government. Contractors will not be reimbursed for any/all costs associated with submissions provided to the Government in response to this announcement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
