- This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. �This announcement constitutes the only solicitation; quotes are being requested.� The solicitation number W913E521Q0007 is being issued as a request for quotation (RFQ). �This requirement is a total set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 335999 � All Other Miscellaneous Electrical Equipment and Component Manufacturing. The United States Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research & Engineering Laboratory (CRREL)�s Engineering Resources Branch (ERB) in Hanover, NH requires a load bank for a cold capable battery energy storage system (CCBESS) to assess testing capabilities in extreme cold regions. Specifications: The following specifications are essential to support the Government�s research and to inform a longer-term body of research investigating cold regions performance and capabilities of CCBESS battery modules for other DoD applications. This requirement may only need one (1) load bank�that can fulfill the following specifications or two (2) smaller units to complement each other, but only one package is requested: 1)�� �Load Bank General Specifications a)�� �Power rating of at least 38.5 kW for continuous use; b)�� �At minimum, capable of testing at 24 VDC. Ability to test between 1-100 VDC preferred;� c)�� �Capable of continuously discharging least 210 � 1600A; 2)�� �Operational Characteristics a)�� �Constant Current required;� b)�� �Constant Voltage, Resistance, or Power modes are optional c)�� �Must be compatible with instrumentation setup (National Instruments with LabView); 3)�� �Size/Weight a)�� �Unit should permit reasonable mobility (portable/cabinet) 4)�� �Electrical Interface a)�� �SCPI programmable (LAN, RS232 or USB interface) Please reference the attached RFQ for applicable provisions and clauses. �The Government intends to award a firm fixed-price contract resulting from this solicitation to the lowest price technically acceptable (LPTA) responsible quote. �The following factors will be used to evaluate offers: ability to meet the required technical specifications and price.� Please provide responses to this notice, no later than 12:00 (EST), Tuesday, 9 March 2021 to: Kim.D.Roberson@usace.army.mil Telephone responses will not be accepted. *Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete representations and certifications.
