- Description: Request for Quote - Cellular (wireless) service - Wapato Irrigation Project This a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This RFQ is for provision and delivery of cellular service for the Wapato Irrigation Project. Description of requirement: The Bureau of Indian Affairs has a requirement for cellular (wireless) service for 54 wireless phone devices (including Apple iphones and Kyocera DuraPro flip phones) in use at its Wapato Irrigation Project located in Wapato, Washington. The devices are a combination of smartphone and non-smartphone (flip phone type) and are owned by the BIA and will not be reprocured. The vendor must possess the capability to provide consistent, uninterrupted cellular service in remote areas of the Yakama Reservation in Washington state, including but not limited to: White Swan, Washington, Ahtanum, Washington, and Satus Ranger Station (closest town: Firwood, Washington) without failures in service or deadzones. The requirement is cell service that will support an Irrigation Project with more than 206 square miles of land in a remote area. The cellular service provided must be consistent and without dead zones as the nature of the work performed by program staff can be hazardous and relies on consistent service coverage and failures in communication can impact life safety. The government reserves the right not to award if no quotes received can be determined reasonable. The government will evaluate a potential wireless carrier's capability to provide service based on a sampling of specific locations using a smartphone and/or flip phone device. Any carrier providing 0 bars of service at the locations noted below will be removed from consideration for this requirement. Only companies with acceptable service (eg., a minimum of 3 bars of service for data access and ability to place/receive voice calls at the specified geographic locations) will be considered for service.
