- Description
- The United States of America, acting through the Millennium Challenge Corporation (�MCC�) and the Government of Mongolia (the �Government�) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Mongolia (the �Compact�) in the amount of 350 million USD (�MCC Funding�). The Government, acting through Millennium Challenge Account-Mongolia (the �MCA-Mongolia�), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Request for Consultant�s Qualifications is issued. Any payments made by the MCA Entity under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. No party other than the Government and the MCA Entity shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding. The Compact and its related documents can be found on the MCC (www.mcc.gov) and MCA-Mongolia website (https://mca-mongolia.gov.mn/). The Compact will assist the Government in meeting the projected demand for water in the capital city of Ulaanbaatar for residential consumers and commercial and industrial users through a Water Supply Project, consisting of three closely related investment activities: A Downstream Wells Activity, to construct new groundwater wells with attendant transmission lines, reservoirs, and an advanced water purification plant (�AWPP�); A Wastewater Recycling Activity, to construct a new wastewater recycling plant and pipelines to provide high-quality treated wastewater that can be used instead of fresh water by water-intensive industries, thereby increasing the amount of fresh water available for household consumption; and A Water Sector Sustainability Activity, to support policy reforms, capacity building, and technical assistance to improve the long-term sustainability of Ulaanbaatar�s water supply. MCA-Mongolia now invites applications from eligible Individual Consultants to provide individual consultant services to review/evaluate the Proposals for the Consultant Services for Developing Detailed Design for Conveyance System (water transmission pipeline and related infrastructure) and Modification Works at CHPP #3 & #4 (components of SCADA system), Development of RAP for the route of the Conveyance system, and Conducting DEIA and ESIA for the entire Wastewater Recycling Activity. MCA-Mongolia will not consider interests and qualifications from companies or organizations for this selection of individual consultants. MCA-Mongolia may select up to three (3) Individual Consultants to serve on the panel to perform the described services. Consultants will be selected under the Individual Consultant Selection (ICS) method in accordance with the procedures set out in the MCC Program Procurement Guidelines that are provided on the MCC website (https://www.mcc.gov/resources/doc/program-procurement-guidelines). The consultant is expected to have the following qualifications and experience: The Consultant shall hold a minimum of a Bachelor�s degree or equivalent in a relevant field. A minimum of 15 years� demonstrable experience in the water sector including: For evaluation of the Conveyance system design: Significant involvement in a minimum of two projects which installed main transmission pipelines, construction of pump stations, installation of pumps and associated electrical, controls equipment; For evaluation of the technical water system of the coal fired power plant: Significant involvement in a minimum of two projects which is installed circulation and cooling water systems of the power plant:� Experience in evaluation of proposals of similar complexity and contracts specially in water sector. Work on international donor funded projects preferred but not required; The consultant should be fluent in spoken and written English and able to use Microsoft Word and Excel. MCA-Mongolia will consolidate all submitted requests for clarifications and will issue a Q&A document not later than the March 05, 2021 by 05:00pm, Ulaanbaatar Time.
