Description
THIS IS NOT A REQUEST FOR QUOTE. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as quotes, nor will any award be made as a result of this Sources Sought Notice. Any information provided by businesses to the Government is strictly voluntary. The Government will NOT be responsible for any costs incurred by interested businesses responding to this. The purpose of this Sources Sought is to conduct market research only. The governments intent will be to award a 5-year Blanket Purchase Agreement (BPA). Description is portable medical grade oxygen. NAICS is code is 325120 (industrial gas manufacturing), which has a size standard of 1000. FSC is 6835 medical gases. There is no NMR class waiver that matches the 325120 NAICS, PSC 6835 and description medical gases DESCRIPTION OF REQUIREMENT GENERAL The contractor will provide delivery of all requirements for individual compressed gas cylinders to the locations listed in this document. BACKGROUND In fulfilling the core values of the VA, our clinic strives to maintain excellence by providing the highest quality care while looking for continuous improvement. This technology will help us provide the highest quality care and allow for better management of various services throughout VA Maine campus. The timely and accurate deployment of medical grade gasses is vital to maintain quality healthcare and ensures that the facilities and clinics can provide daily operational care and critical care when needed without delay. PERIOD OF PERFORMANCE Blank Purchase Agreement (BPA) for a period of five (5) years and option to add new products. Estimated period of performance will be 04/01/2021- 03/31/2026 PLACE OF PERFORMANCE Togus Veterans Affairs 1 VA Center Augusta, Maine 04330 Days and hours of operation Monday- Friday, 8:00 am to 4:30 pm excluding federal holidays. 6 PERFORMANCE REQUIREMENTS The Contractor must be able to supply the facilities listed above with the medical grade compressed gases listed in Section 8 weekly. More specifically, Deliveries need to be made every Tuesday any time after 9:00 am but before 3:00 pm without fail excluding holidays at which point a needs assessment will be completed and the company will push delivery date to the next business day. Orders will be placed by authorized individuals to be determined after contract award. Only these authorized individuals will be permitted to place orders against this contract. The Contractor shall respond to all emergency service calls within 2 hours. The Contractor shall respond to non-emergency service calls within 24 hours or the next business day. The Contractor shall make all repairs as expeditiously as possible so as not to compromise patient care. If repairs are required, the Contracting Officer Representative (COR) will be notified immediately. If requested, the contractor shall provide new Original Equipment Manufacturer (OEM) factory approved parts, or replacements as needed. If requested, the contractor shall provide training and or guidance on new technology. The contractor shall repair all minor cylinder leaks detected and provide a full report of the leak tests and any leaks repaired to the Contracting Officer s Representative (COR). Patient and occupation safety require that all tanks meet all regulatory guidelines and that tanks and regulators allow continues oxygen flow between regulator settings. Safety features include Integrated valve stem regulator with the aluminum cylinder are utilized throughout Togus Healthcare System. Togus VA Healthcare System requires that all of the hospital transport cylinders be light weight cylinders with integrated regulator with wide handle that is secured to the regulator that extends upward for ease of carrying. The integrated regulator must be able to deliver a flow rate of 0.25, 0.5, 1, 2, 3, 4, 6, 8, 10, 15, 25 liters per minute flow. The regulator also must provide a 50 psi outlet port to connection to equipment if needed. Togus VA Healthcare System requires that all of the hospital MR compatible transport cylinders be light weight cylinders with integrated regulator with wide handle that is secured to the regulator that extends upward for ease of carrying. The integrated regulator must be able to deliver a flow rate of 0.25, 0.5, 1, 2, 3, 4, 6, 8, 10, 15, 25 liters per minute flow. The regulator also must provide a 50 psi outlet port to connection to equipment if needed. Togus VA Healthcare System requires that all H cylinders are made of Steel with the Diameter Index Safety System. These cylinders are utilized for Emergency Back Up during an oxygen failure or shut down. Oxygen air flow that does not stop if the regulator is placed between two numbers Integrated valve and regulator that is built into tank and doesn t need to be installed by staff Single valve tank. No tanks with two valves, this is a human factors safety risk. National Center for Patient Safety discourages any two valve tanks Rupture disk relief valve 50 psi DISS outlet that delivers up to 200 lpm if needed for ventilator 7. INVOICES Invoicing is required to be submitted monthly via Tungsten (IPPS). Payment will be made upon receipt of a properly prepared detailed invoice, prepared by the Contractor, validated by the Contracting Officer s Representative (COR), and submitted A properly prepared invoice will contain: Invoice Number and Date Contractor s Name and Address Contract Number Accurate Purchase Order Number Itemized Supply or Service provided including # of Cylinders and type Total amount due MEDICAL GASES AND SUPPLIES TO BE PROVIDED Item QTY E CYLINDER ALUMINUM INTEGRATED VALVE 2600 NITROGEN SIZE 300 CYLINDER INTEGRATED VALVE 156 Supplies: No Cost Tags indicating Full/In-Use/Empty Caps for larger tanks for transportation Carts for transportation
