Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY.� The US Army Corps of Engineers is conducting market research to facilitate a determination of acquisition strategy.� The determination of acquisition strategy for this acquisition lies solely with the government and will be based on this market research and information available to the government from other sources.� The US Army Corps of Engineers, Alaska District, is conducting this market research to identify firms which have the capability to perform the following work: DESCRIPTION OF WORK: This contract is to provide installation of�electrical and telecommunications service to the Construction Staging Area at Moose Creek Dam. A partial-depth barrier wall will be constructed through approximately 4.5 miles of the Moose Creek Dam (MCD) embankment consisting of soil-cement-bentonite material in North Pole, AK. In association with that contract, a Construction Staging Area will be created, including the Contractor�s Office structure, the Government Office structure, and a QA Lab structure. The structures will be located adjacent to the Chena Lakes, which are part of the Chena Lakes Recreation Area. Refer to the attached map. Contractor shall be responsible for installing telecommunications and power service to each of these three structures. All costs associated with the installation of services shall be born by the Contractor including initial infrastructure installation costs to provide power and communications, such as (but not limited to), installation of utility poles, power and fiber optic lines, directional antennas, primary service meter, and/or tree and vegetation clearing, as well as any other initial utility costs. The telecommunications service shall provide reliable 100Mbs minimum symmetrical data service to the area 7 days a week, 24 hours a day, regardless of weather conditions or other data traffic. In addition, approximately 4 telephone lines shall be provided for the government office structure (two lines) and QA Lab structure (two lines). Possible means to provide service include fiber optic extension or microwave, though other methods may be acceptable provided they provide the required service. A single phase 12470 volt aerial power line shall be constructed to supply power to the area, following the route indicated in the attached map. A Golden Valley Electric Association (GVEA) line presently serves the Chena Lakes area, extending from Lucy Ct to the Chena Lakes Parking Area. The Contractor shall coordinate with GVEA to have a primary service meter installed at the connection point between of the new power line and the power line to be built under this contract. There are wetlands areas in the vicinity. The route indicated for the power line is fixed. Any Telecommunications cable serving the area, if installed, shall be installed within the power line route.���� The applicable North American Industry Classification System (NAICS) code is 237130 � Power and Communication Line and Related Structures Construction, and the related small business size standard is $39.5M.� THIS IS A SOURCES SOUGHT OPEN TO ALL QUALIFIED PRIME CONTRACTOR FIRMS (Large and Small Businesses under NAICS 237130). �All interested firms are encouraged to respond to this announcement no later than 29 March 2021, by 2:00 PM Alaska Standard Time, by submitting all requested documentation listed below to:� US Army Corps of Engineers, Alaska District, ATTN: CEPOA-CT (Gosh), PO Box 6898, JBER, AK 99506-0898 or via email to Jennifer.Gosh@usace.army.mil. Interested firms should submit a capabilities package (not exceeding 5 pages) demonstrating the ability to perform the work listed above.� Packages should include the following information: (1)� Business name, address, point of contact including email address, and business size under NAICS 237130; (2)� Identification of business type (i.e., Large Business, Small Business, HUBZone, SDVOSB, 8(a), Woman Owned Small Business, etc.); (3)� CAGE Code and DUNS; (4) Demonstration of the firm�s experience as a prime contractor on projects of similar type and complexity within the past five (5) years.� Either list actual projects completed that the firm has provided telecommunications and power service or provide a description on their initial approach. For completed projects include project title and location, a brief description of the project to include dollar amount of the project, and work that was self-performed (5) Describe the firm�s capabilities for providing services descripted in this sources sought, as well as, the firm�s recommended solution for providing the communications (i.e. physical fiber optic line, wireless microwave link, or other proposed means), addressing consistency of data speed, reliability during adverse weather conditions such as freeze-thaw, cold temperatures, ice fog, and rain. Responsible sources demonstrating relevant experience and the capabilities to perform the work will be considered.� System for Award Management (SAM), as required by FAR 4.1102 and 4.1201, will apply to this procurement.� Prospective contractors must be registered prior to award.� Lack of registration in the SAM database will make an offeror ineligible for award of any potential contract.� Information on SAM registration can be obtained via the Internet at: https://www.sam.gov/SAM/pages/public/index.jsf.
