- This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this notice is to announce the intent to award, on a sole-source basis, a fixed price Purchase Order to Petroleum Geo-Services under the authority of Federal Acquisition Regulation (FAR) 13.106(b) soliciting from a single source. Petroleum Geo-Services will provide Nucleus air gun software license support and maintenance. The software provides airgun array models to evaluate the amount of distribution of sound in the water column in the Outer Continental Shelf in addition to the potential effects of such operations on both endangered species and marine mammals. The particular software bundles the agency requirement software license maintenance and support on are Marine Source Modeling, Wavelet Analysis and Environmental monitoring. Market research efforts have indicated that only the manufacturer, Petroleum Geo-Services Inc (DUNS: 151705522; 15375 Memorial Dr. Ste 100 Houston, TX 77079) can provide Nucleus + Sound Source Modeling software. Therefore, Petroleum Geo-Services is the only responsible source to provide the requested software and software support. This is not a request for competitive quotes; however, all interested sources that believe they can meet the requirements may submit a capability statement no later than February 19, 2021 at 17:00 ET to the point of contact for this notice. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement and will be at the sole discretion of the Contracting Officer. All submissions in response to this notice must be submitted in writing via email to the Contracting Officer, David Jablonski, at David.Jablonski@bsee.gov no later than February 19, 2021 at 17:00 ET. Telephone calls regarding this matter will neither be accepted nor returned.
