- Description
- The US Department of Labor, OASAM, Job Corps Acquisition Services, Architect/Engineer and Construction Division has a requirement for a qualified firm to provide the construction services required Construction of a New Welcome Center at St. Louis Job Corps Center located in St. Louis, Missouri.� This is a sources sought Notice.� In accordance with Federal Acquisition Regulation (FAR) 10.002(b) (2) (i) this notice is being issued for the purpose of conducting market research.� Market research is being conducted to determine if there are potential small businesses with the capacity and experience to perform this required service. This Notice is not to be construed as a Request for Proposal or an Invitation for Bid.� There is no solicitation at this time.� This request for information does not constitutes as a request for proposal; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any cost incurred.� The full extent of the services to be performed will be described in the solicitation, which may follow at a later date. However, a summary of the services to be performed is as follows:� The work involves the demolition and removal of nine existing one-story buildings, totaling approximately 15,000 gross square feet (GSF), the abatement of hazardous materials, and the construction of a Welcome Center of approximately 1,600 GSF, and a new Wellness Center of approximately 7,500 GSF within the campus of the St. Louis Job Corps Center.� This work also involves the construction of new roads, parking area, landscaping, storm drainage, utility lines connection and site lighting.� The estimated cost range for construction is between $1,000,000 to $5,000,000.� The NAICS Code for this requirement is 236220, and the small business size standard is $39.5 million. 1.Provide projects performed that are similar scope and value to work required under this project.� Your project examples should two or major renovation projects located on operating educational campuses with a $1,000,000 to $5,000,000 constructed value within the last five years.� Include with your submission a minimum of two building demolition projects and one project including hazardous material remediation performed within the last five years.� 2. Provide two or more projects within the last five years, indicting familiarity with local conditions and subcontracting community.� Provide project locations of previous project example.� 3. Your submission should describe your company's record of performance on or ahead of time. Project examples shall include the contract award, notice to proceed, the original contract completion date, and the actual contract complete date for each project. 4. Define your company�s record of reducing cost and completing projects on or below budget, using your previous project examples, including the contract award amount, the contract completion date and the final contract value for each project. 5.� Describe your established Safety and Quality Control procedures and protocols consistently applied to all projects. Your project examples shall include project location, the project owner, a brief description of the services performed.� Your synopsis should also include the date of contract award, the original and final date of contract completion. Using the previous project examples indicate the original contract price and final contract value. The government will evaluate market information to ascertain potential capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; and 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements.
