- This is a Sources Sought Notice to determine Small Business (SB), Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) sources capable of providing Chiller Maintenance Services per this notice under NAICS 238220 (Plumbing, Heating, and Air Conditioning Contractors). Small business size standard is $16.5 million. Product Service Code (PSC) is J041(Maintenance and Repair of Refrigeration, Air Conditioning Equipment) BACKGROUND: THIS IS A SOURCES SOUGHT NOTICE BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. This notice is issued solely for informational, market research, and planning purposes only. It does not constitute a solicitation or a promise to issue a solicitation in the future. This notice does not commit the Federal Government to contract for any services at this time. Further, the U.S. Department of Veterans Affairs, Network Contracting Office (NCO) 23/Sioux Falls Services Team is not at this time seeking offers and will not accept unsolicited offers. Respondents are advised that the Federal Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party s expense. Responses to this notice are not offers and cannot be accepted by the Federal Government to form a binding contract. Although the term offeror is used in this notice, your respective organization s response will be treated as information only and shall not be used as an offer. OBJECTIVE: The objective of this notice is to conduct market research to determine Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), or Small Business (SB) sources capable of providing chiller maintenance per this notice under NAICS 238220 for the Iowa City VA Health Care System (VAHCS). DESCRIPTION OF SERVICE: 1. Contractor to provide Chiller Preventive Maintenance Services for three (3) Chillers: Two (2) York chillers and one (1) Trane chiller for the Iowa City VA Health Care System located at 601 Hwy 6 West, Iowa City, Iowa 52246. 2. Contractor will perform operating inspections (major and routine), preventative maintenance and predictive maintenance to include routine and emergency service calls. 3. Equipment List: Each York Chiller Consists of (but is not limited to) a shell, compressor, operating controls and compressor motor control center. 1000 Ton York Chillers Model YMC2-S3517AB (476) Serial Number SLGM427590 1000 Ton York Chillers Model YMC2-S3517AB (476) Serial Number SLGM427610 1000 Ton Trane Chiller Model CVHF1070 Serial Number L09B06301 4. Services to be performed: The Contractor shall: Provide preventive maintenance on all the Equipment listed herein in accordance with the manufacturer s recommendations. Change all filters on each chiller. Take a sample of the lubrication oil and have a spectrometric analysis performed annually for Chiller #3. The Contractor shall provide the report to the VATR timely. Provide over the phone technical/troubleshooting assistance within 30 minutes and an onsite emergency service within 4 hours of being contacted by the VA. All work/labor and parts needed outside the requirements of this contract must be authorized by the Contracting Officer prior to starting work or ordering parts. PROVIDE AN ANNUAL REFRIGERANT USAGE REPORT IN ACCORDANCE WITH EPA REGULATIONS. Comply with NFPA 110 Standard for Emergency and Standby Power Systems. It shall be the sole responsibility of the Contractor to comply with State and Federal regulations, and to maintain current State and Federal certification regarding correct handling, removal and disposal of all hazardous waste generated because of performing his contractual tasks of Chiller maintenance and repair. All hazardous waste resulting from the maintenance and repair of the Chiller(s) on site shall be properly packaged, removed, and disposed of by the contractor at no additional cost to the Government. The Contractor shall furnish all labor, replacement parts, refrigerant, lubricating oil and supplies as necessary to perform this task. SB will be verified through https://www.sam.gov. Proof of OEM-authorized servicer, technician certifications or other similar documentation for technicians to work on York and Trane chillers Whether or not offeror would be providing services as Prime Contractor. If not, how much percentage work would offeror anticipate performing as Prime Contractor and how much percentage work would offeror be subcontracting to another SDVOSB, VOSB, SB, or Large Business entity.
