- The proposed effort is only available from L3Harris Technologies, Inc.�(L3Harris), 640 North 2200 West, Salt Lake City, Utah 84116-2925, CAGE Code 06401 under the authority of Other than Full and Open Competition, 10 USC 2304 (c) (1) as implemented by FAR subpart 6.302-1 (a) (2), Only One or a Limited Number of Responsible Sources and no Other Type or Services will Satisfy Agency Requirements. It is anticipated that this requirement be a new contract that will consist of a hybrid Contract Line Item Number (CLIN) structure to include Firm Fixed Price (FFP) CLINs for procurement of supplies and Cost Plus Fixed Fee (CPFF) CLINs for services. �The Government projects award for June 2021 to the current contract to the current contract W58RGZ-17-D-0055/0081. This contract action is projected to be funded with Fiscal year (FY) 2021 Research, Development, Test and Evaluation (RDT&E), Aircraft Procurement Army (APA), and Operations and Maintenance Army (OMA) funds used as appropriate for each effort awarded. �ACC-Redstone proposes to acquire the following supplies and services from L3Harris, on an Other than Full and Open competitive basis, at an estimated amount of $73,680,992. The ROVER 6S System includes a ruggedized, point-to-point, line of sight, National Security Agency (NSA)�approved Type1 encryption-capable, multiband datalink modem used in military imagery/telemetry collection. It also includes antennas, power adapters, installation adapters/covers, and associated cables. The ""6S"" designation indicates an upgrade from the currently fielded ""6"" modem which incorporates new S-band receiver capability and obsolescence upgrades for electronic processor chips and the Type-1 encryption module. The TNR 2E Manpack Kit Spares add a small form factor Type-1 encryption�capable, multiband datalink modem, antennas, power adapters, installation adapters/covers, and associated cables to the OSRVT kit to enable dismounted soldier operations. The e-CLS2 antenna spares retrofit existing e-CLS antennas with new S band capability and address electronic parts obsolescence.� ACC-Redstone proposes to acquire up to 100 each One System Remote Video Terminals (OSRVTs) and up to 100 each Soldier Portable OSRVTs (SPOTs) with range pricing, and CLS for each year. The estimated Base Period of Performance (PoP) will be 12 months after contract award to cover FY 21. Anticipate two (2) one year Option Periods.� If exercised, Option 1 is expected to commence 24 months after contract award and Option 2 is expected to commence 36 months after contact award. ETS is required due to an update to the functionality and interoperability of the OSRVTs ROVER System components. The ETS is in support of these ROVER 6S system modifications for up to an estimate of 108,000 labor hours. The ETS provides an avenue to perform development, integration/testing of modifications to software, architecture, hardware, test equipment technologies, and it provides an opportunity for compliance with UAS PD 4 Interoperability Profiles (IOPs). The U.S. Government does not have a procurement level technical data package (TDP), and these items are not provisioned in the Army Supply System.� L3Harris Technologies, Inc. (L3Harris), 640 North 2200 West, Salt Lake City, Utah 84116-2925, CAGE Code 06401, CAGE Code 06401, large business is the sole source provider and original equipment manufacturer for the ROVER 6S systems.� L3Harris possesses the required skills, knowledge, ongoing production line and proprietary data required to deliver the ROVER 6S systems. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability by responding to the requirement or submitting a proposal. All proposals received by the response date will be considered by the Government. However, a determination by the Government to not compete the proposal contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
