- Transitional Housing Services for Atlanta VAMC BACKGROUND Services Provided: Will require a facility for male (up-to 10 bed housing each). The male facilities provide distinct services based upon veteran need. Full services may not be available at one particular facility to include mental health and substance abuse supportive services. This will be for a 7-month base period with four (4) one-year option periods. In reviewing proposals the reviewers are examining facilities that can effectively provide services to accommodate veterans with intended outcome successfully placing veterans in the community with permanent housing, job readiness and mental health and/or substance abuse recovery. All within 20 mile radius of the Atlanta VA HealthCare Facility located at 1670 Clairmont Road Decatur, Georgia 30033. Previous history of financial organizational structure in place from other federal and/or state sources  Proven track record in working with veterans and effective case management history Preferably Commission on Accreditation of Rehabilitation Facilities CARF expertise  History of federal and state contract awards Budget history and account maintenance Active transitional housing program with full supportive services   Indemnification and Medical Liability Insurance Requirement-YES Business Licensure-ACTIVE and Current Building FEDERAL/STATE Inspections meeting STATE/FEDERAL requirements Facility that can provide unique services and Provide proof of stable and competent licensed/accredited staff when applicable per PWS/SOW (MH professionals and Substance Abuse counselors) and partnerships with community providing resources for outreach and aftercare services. Facilities able to accommodate extended hours ensuring licensed staff onsite to accept referrals. Referrals may be completed by VA staff Monday Friday up to 9:00PM and Saturday from 8:00AM-NOON EST.  Per diem rate established will be all-inclusive Place of Performance Contractor s facility location. Authority: Title 38 USC 8153, Health Care Resources (HCR) sharing Authority The North American Industry Classification System (NAICS) code applicable to this acquisition is 623220 Residential Mental Health and Substance Abuse Facilities Small Business Size Standard, $16.5M . The product Service Code is Q4026 - Medical/Psychiatric Consultation Services. Period of performance is 03/01/2021-09/30/2021 with four (4) one (1) year options periods This is a new service. There is no current contract number. This requirement will be issued as a Firm Fixed Priced - contract unrestricted competition. The solicitation will be issued on or about February 10, 2021. The estimated closing date is February 22, 2021. The solicitation will not be mailed out. Offerors are responsible to ensure their proposal package is received by the exact time and date at the specified location for receipt of proposals.
