- DESCRIPTION: The Wayne National Forest (managed by the USDA Forest Service) in Ohio has a requirement to establish an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for Heritage Surveys. � This contract will be used to obtain the service of a professional cultural resource management firm to complete archaeological surveys meeting the State of Ohio standards in advance of timber sales, recreation projects and other possible ground disturbing undertakings on the Wayne National Forest. �The goal of the surveys are to identify any and all historic and/or prehistoric materials that may be present within the Area of Potential Effect (APE). �The scope of work will entail full phase I heritage/archaeology surveys of APE (project areas) that includes pedestrian transects at 15 meters or less across the entire area with shovel testing for buried artifacts and features in areas with low slope grade and higher sensitivity for archaeological resources. �A professional report documenting the results of the surveys, maps showing survey coverage, photographs of surveyed lands and any discovered sites, site forms and descriptions, evaluations of significance, determinations of eligibility for the National Register of Historic Places and recommendations for preservation, treatment, and future research should all be included. The Contractor will be required to provide all labor, materials, equipment, tools, supplies, transportation, and incidentals necessary to perform Heritage Surveys. �A detailed description of the requirements will be contained in the solicitation document. All deliverables must be in compliance with the terms, specifications, conditions and provisions of this solicitation and are to comply with applicable Local, State and Federal codes. LOCATION: Performance of Heritage Surveys could be required on any National Forest System Land. �The work may be conducted in the following southern Ohio counties within the Athens and Ironton Ranger Districts: �Athens, Gallia, Hocking, Jackson, Lawrence, Monroe, Morgan, Noble, Perry, Scioto, Vinton, and Washington.� INFORMATION FOR OFFERORS: This requirement is being solicited as a commercial item. �Requests for Proposasl (RFPs) are being requested in accordance with FAR Part 12 (Acquisition of Commercial Items). Award of one firm, fixed-price multiple year performance based service contract is anticipated. �The requirement is for a base period and an additional 4 (four) one-year option periods. Vendors should propose prices for all contract items on the Schedule of Items for the base and all option periods. � A minimum of $2,500 is guaranteed in the base period only. �The maximum value for the base period and all option years combined will not exceed $250,000. SET ASIDE: This procurement is set aside 100% for Small Businesses. �The NAICS code is 541720 � Research and Development in the Social Sciences and Humanities and the Small Business Size Standard is $22 million. CONTRACTOR QUALIFICATIONS: All Vendors must have an active registration in the System for Award Management (SAM) database prior to award of a contract. �Registration in SAM may be completed on the web at www.sam.gov. This solicitation will ONLY be available electronically. �All solicitation documents will be available from the Federal Business Opportunities website (www.fbo.gov) on or around February 23, 2021. �Responsible sources may submit a proposal which, if timely received, shall be considered by the Agency.
