- INTRODUCTION The U.S. Army Contracting Command - Orlando is issuing this sources sought synopsis as a means of conducting market research to identify if more than one source of supply is able to provide the requested capability as required by FAR 6.302-1. �The Program Executive Office for Simulation Training and Instrumentation (PEO STRI) has a requirement for Tow Target support.� Towed Target maintenance, upgrade, and support are used primarily to design and fabricate new prototype towed targets, to enhance/modify the signature/performance of existing towed targets, and to troubleshoot problems with existing towed targets and Reeling Machines. �Towed targets will be used primarily on the MQM-107 drone, BQM-167 Drone, Lear 35 or 36 fitted with an RM-30A or RM-30A1 reeling machine, AT-38C fitted with the RM-30A1 reeling machine, and F-16 fitted with the RM-30B reeling machine.� Towed targets are commonly used in support of air defense testing and training. The result of this market research will contribute to determining the method of procurement. �Based on the responses to this sources sought notice/market research, this requirement may be set-aside in accordance with FAR 6.302-1 �Only one responsible source and no other supplies or services will satisfy agency requirements.� �Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. �RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. �NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. �ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND Tow Target Engineering Services were previously provided by Meggitt Defense Systems, Irvine, CA under contract W31P4Q-16-C-0049.� The Contract had a ceiling of $5M and the contract expired on 11 March 2020.� The contract was awarded as a result of a Full and Open Competitive source selection. REQUIRED CAPABILITIES The Government requires Engineering Services on the existing fleet of Army Tow Targets, Tow Launchers and Reeling Machines and design, development, testing and fabrication of new Tow Targets.� The Government does not possess the technical data rights to the any of the Towed Targets or their associated towing assemblies.� The data rights are required for continued maintenance, support services, and replacement parts. The following Towed Target hardware has been developed and/or acquired under previous Engineering Service contracts: Cruise Missile tow Target (CMTT), the Reduced Radar Tow Target, Patriot Omni-directional Training Aerial-Tow (POTA-Tow), TRX-4A Radar Tow Target, TIX-4 Tow Target, Aerial Gunnery Tow Target (AGTT), the Infrared Tow Target (IRTT), the Japanese CHU-SAM Advanced Aerial Tow (JCHAAT), the Low Observable Instrumented Tow (LOIT), the Radar Altimeter Tow Target, the Towed Airborne Plume Simulator (TAPS) Tow Target, AT-38C modified MQM-107 tow launcher, RM-30A, A1 and B Reeling Machines.� Engineering Services will be required over the next 5 years to support US Army and DOD Air Defense Test and Training.� The intent of this Sources Sought is to seek industries input regarding the potential sole source procurement for Tow Target Engineering Services. SPECIAL REQUIREMENTS:�None ELIGIBILITY: The applicable NAICS code for this requirement is 336413 with a Small Business Size Standard of 1,500 employees. �The Product Service Code (PSC) is (6920) ARMAMENT TRAINING DEVICES. SUBMISSION DETAILS: Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description. �Documentation should be in bullet format. �No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Wayne Fagan, in either Microsoft Word or Portable Document Format (PDF), via email wayne.j.fagan.civ@mail.mil no later than 12:00 p.m. EST on 23 Feb 2021 and reference this synopsis number in subject line of e-mail and on all enclosed documents. �Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. The Government is not trying to redesign new Towed Targets as the fielded targets are currently used in test and evaluation of Army programs. If your organization has the potential capacity to provide the required products/services, please provide the following information: Organization name, address, primary points of contact (POCs) and their email address, FAX, Web site address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. �If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
