N66001-19-Q-6476 � Notice of Intent to Award Sole Source to New Jersey Institute of Technology The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Firm-Fixed-Price modification to contract N66001-20-P-6010 on a non-competitive basis with New Jersey Institute of Technology (NJIT). The requirement is for the purchase of the following: ITEM 0001: Additional test plan deliverable. QTY: 1 The above services are an in-scope change to N66001-20-P-6010 for NJIT to develop a test plan to provide Modeling and Simulation verification performance for the Performance Analysis of a DOA Approach, the Performance Analysis of a Doppler Shift Correction. The Test Plan shall describe the test environment to be used (baseband test signal characteristics, channel models, sensor assumptions, measures of performance, test scenarios, etc...) and the specific tests to be performed. N66001-20-P-6010 was awarded to NJIT on 9 December 2019 for development of signal processing algorithms that can separate multiple frequency hopping communication sources into individual source streams of data by operating on the entire hopping system bandwidth and exploiting the sparsity of transmissions within frequency and time. This notice of intent is NOT a request for quote. A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government.
