Description
AMENDMENT 0001 to 140P6221B0001 - OZAR - CONSTRUCTION OF BUMPOUTS The purpose of this amendment is to: (1) amend the contract performance period, (2) amend the contract clause H-1 of the Clauses and Provisions, and (3) post changes made to Attachment 1 - OZAR Bumpouts Construction Specifications. 1. The contract performance period in Block 11 of the SF-1442 and in Clause 52.211-10 of the Clauses and Provisions is amended FROM ninety (90) calendar days TO one hundred twenty (120) calendar days. 2. Clause H-1 of the Contracts and Provisions of the solicitation is amended in its entirey and now shall read: ""H-1 Implementation of Executive Order on Protecting the Federal Workforce and Requiring Mask-Wearing dated 1/20/2021 On January 20, 2021, President Biden signed Executive Order No. 13991: Protecting the Federal Workforce and Requiring Mask-Wearing, setting a clear goal of halting the spread of COVID-19 by relying on the best available data and science, which includes the wearing of masks while around others, maintaining physical distancing whenever possible, and adhering to guidance from the Centers for Disease Control and Prevention (CDC). Effective immediately, this order requires that all individuals in federal buildings and on federal lands administered by the NPS�including employees, contractors, volunteers, concessioners, partners, and visitors�wear face masks, as discussed further below. All onsite employees, contractors, and volunteers are required to wear a mask or face covering at all times while in Department buildings or on Federal public lands when physical distancing of 6 feet or more is not possible, and to take other precautions to mitigate the spread of COVID-19. These new requirements for mask wearing and physical distancing follow CDC guidelines and apply to all federal employees, volunteers, partners, and contractors in federal buildings and on federal lands administered by the NPS. If an employee, contractor, volunteer, or other partner is unable to wear a mask properly or cannot tolerate a mask, the NPS will consider adaptations and alternatives on a case by case basis. General Requirements: When they are required to be worn, masks must cover the nose and mouth, and meet CDC and OSHA guidance. DOI will not allow novelty/non-protective masks, masks with ventilation valves, face shields as a substitute for masks, or masks with messages or graphics that DOI prohibits. Additionally, masks are not a substitute for physical distancing; even masked individuals should maintain physical distancing from their colleagues and the public. Masks must be worn in common areas and shared workspaces in federal buildings (including open floorplan office spaces, cubicle embankments, and conference rooms). There are exceptional circumstances under which a mask may not be required indoors, such as when an individual is alone in an office with floor to ceiling walls and a closed door, when in private areas of NPS or concession housing units, or for a limited time when eating or drinking while maintaining distance in accordance with CDC guidelines. Masks are also required to be used in shared government vehicles and on federal property in outdoor areas where physical distancing cannot be maintained. For example, a mask may not be required for the entire hike on a trail but must be used when passing others on the trail. Make changes to Attachment 1 - OZAR Bumpouts Construction Specifications. A revised copy of the Specifications is not provided with this amendment; however, potential Bidders are notified the language below takes the place of the paragraphs identified. a. Section 01 11 00, Paragraph 1.3 F. is modified and should read as follows: ""F. Hauling Restrictions: Comply with all legal load restrictions in the hauling of materials. Load restrictions on park roads are identical to the state load restrictions with such additional regulations as may be imposed by the Park Superintendent. Information regarding rules and regulations for vehicular traffic on park roads may be obtained from the Office of the Park Superintendent by contacting Steven Williams by phone at (573) 323-8100 or (573) 300-5460, or by e-mail at steven_l_williams@nps.gov. b. Section 01 50 00, Temporary Facilities and Controls is amended as follows: (1) Paragraph 2.2 Temporary Facilities, subparagraphs A. Field Offices, and B. Storage and Fabrication Sheds, are deleted in their entirety and replaced with subparagraph A. and should read as follows: ""A. Field Offices, Storage and Fabrication Sheds: No field offices, storage facilities and fabrication sheds will be allowed onsite. Work or Job trailers are allowed but are first to be approved by the Contracting Officer."" (2) Paragraph 2.2 Temporary Facilities, subparagraph C. Toilets, is renumbered as subparagraph B. 4. Potential Bidders are to consider the information furnished in this Amendment 0001 in the preparation of his/her bid. 5. Should any of the information in this Amendment 0001 contradict, change, add, or delete any instructions, information, or work specifications provided in the original solicitation documents, the information contained in this Amendment 0001 is deemed to take precedence and will supersede that specific information found to be contrary to, or lacking from the original solicitation documents, except when a subsequent amendment has been issued for clarification or correction. Other exceptions include apparent clerical errors, and minor informalities or irregularities that are merely a matter of form and not of substance. 6. Any and all amendments that have been issued against this solicitation are to be acknowledged by the Bidder and submitted with his/her bid. 7. Reminder that instructions for submission of a bid can be found in Attachment 8 of the solicitation. 8.
