Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-04 dated January 19, 2021. This solicitation number W91ZRS-21-R-0009 is for the Connecticut Army National Guard (CTARNG). The USPFO for Connecticut intends to award a Firm-Fixed Price contract for Meals. This request is due by 09 February 2021 at 02:00 p.m. (Eastern Time). This solicitation is restricted 100% small business set aside. The North American Industry Classification System (NAICS) code for this acquisition is 311999 � All Other Miscellaneous Food Manufacturing. The small business size standard for NAICS 311999 is 500 number of employees. Instructions to Offerors All questions shall be in writing. All quotes are due no later than end of business day Eastern Time, 09 February 2021 at 2:00 pm. Quotes may be faxed to Leslie Fedler at 806-386-4070 or emailed to leslie.a.fedler.civ@mail.mil. It is your responsibility to make sure your quote is received. The fact that the contracting office did not receive your quote due to an error on the fax machine or email address does not change the due date or time. Basis For Award Award shall be made to a single offeror.� The Government will award a contract resulting from��� this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The order of importance is price, location, technical, and past performance in that order Price must be reasonable Location --- where are you from the delivery location / how fast can you get the food there Technical must meet or exceed performance work statement� Past performance is must be responsible --- history with the Government and/or on the internet Sam�s Registration: Offeror must be registered in the System for Award Management (SAM) database before an award can be made to them. If the offeror is not registered in the SAM, they may do so through the SAM website at http://www.sam.gov. Payment shall be paid thru the wide area workflow program. All payments are net 30 days. All Offerors must accept this as payment. The wide area workflow website is https://wawf.eb.mil/. Offers must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications Commercial Items (OCT 2010) with its offer. Offers must include a completed copy of FAR 52.204-24, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (AUG 2020) with its offer. Performance Work Statement 1.���������� Scope:� The meals provided will consist of individual hot meals. These meals are lunch only. Estimated delivery time 11:30 am. Food Service policies and procedures will be followed to ensure that health and nutrition standards already in place are met. ServSafe and proper Food handling procedures will also be followed at all times. 2.���������� Period and place of performance: This contract will be for meals delivered and consumed at the two locations requested at 90 Wooster Heights, Danbury CT 06810 and 87 Montowese Street, Branford CT 06405.� The period of performance is from 20 February to 06 March 2021. 3.���������� Performance objectives: a.���������� All meals will be delivered on time IAW the feeding schedule, and will be within the constraints of the updated CTARNG 21 Day Menu. Meals will be stored appropriately to maintain proper temperatures. b.���������� The current headcount for each location are the following: Danbury Reserve Center is 1610 hot meals and Branford Armory is 1965 hot meals. The headcount, meal times, and menu provided in the, enclosed feeding schedules are subject to change due to COVID-19. The contracted vendor will be given as much notice as possible of headcount changes. This could increase or decrease the number of meals required, affecting the amount billed and approved for payment under this contract. �c.��������� IAW reference Army regulations, bottle water will not be served as a beverage. Due to the nature of the training and intent to provide a healthy and nutritious meals to the Service Members, the vendor will provide 100% fruit juice, such as: apple, orange or cranberry juice. d.���������� All hot meals should contain the following dietary guidance: Grains, vegetables, protein, fruit and assorted beverages. e.���������� The vendor must provide all paper products, flatware and consumables for the lunch meals. f.����������� All meals will be individual wrap to minimize the spread of the COVID-19. 4.���������� Operating Constraints: a.���������� To maintain the training integrity and meet the requirements of the 1-102 INF units Annual Training, the dining facility should not be combined with any additional units. All meals are required to be prepared at the vendor�s location. Deliveries to both locations at Danbury Armed Forces Reserve Center, and Branford Armory are required sterno heaters, additionally serving utensils will also be required to keep food at the proper temperatures. b.���������� Quality Control/Assurance: The contractor is responsible for establishing a Quality control program that, a minimum, includes an inspections that identifies documents, and remedies all deficiencies. The unit is responsible for the following: 1.���������� The unit will monitor the contractor�s performance periodicaly. The items/areas inspected may include (but are not limits to security, sanitation and food standards, quality of food served, temperature of food served, and the contractor�s employee�s performance. 2.���������� The Soldiers being served will complete an AAR evaluating of Food You will not serve them. Trash does need to be picked up. We will need paper goods (example forks, napkins, cups, etc.) and all serving utensils to be provided. Quantity is not guaranteed. This is for feeding people in training. The numbers could change as time goes on and food consumption will differ. We can add or subtract the delivery order. Most of the time is it subtraction. What is your process for bad food or missing food? Please put your process in your quote. This food needs to be replaced immediately. �How long will it take you to bring the food to the delivery location? Provide a quote price per meal. �Example lunch is $2.00 per meal. Also give a complete menu.
