- THIS IS A SOURCES SOUGHT ANNOUNCEMENT, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY.� THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT.� NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS.� No telephone calls will be accepted requesting a bid package or solicitation.� There is no bid package or solicitation.� In order to protect the procurement integrity in any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made.� The Naval Facilities Engineering Systems Command Southeast (NAVFAC SE) is seeking qualified and interested parties in any of the following categories:� U.S. Small Business Administration (SBA) certified 8(a), Service Disabled Veteran-Owned Small Business (SDVOSB), HUBZone Small Business (HUBZone), Women Owned Small Business (WOSB) and/or Small Business (SB) sources, with current relevant qualifications, experience, personnel and capability to perform. Project Description:� The intent of the project is to repair the primary operational pier facility at the Atlantic Undersea Test and Evaluation Center (AUTEC) located at Andros Island, Bahamas.� The existing superstructure will be removed, but the existing steel piles will be cutoff and incorporated in the new pier to help stabilize structural backfill. �The proposed pier is a closed-pier mole-type structure with a steel pipe pile combination wall aligned with the existing pier perimeter that will retain compacted structural fill. �The compacted fill will be capped with a reinforced concrete slab-on-grade deck. �The new pier will abut the existing landside bulkhead. �The proposed pier will include shore power, potable water, fire protection system, lighting, mooring hardware and foam filled fender system. Pier utilities will tie-in to existing landside sources. �Temporary mooring for AUTEC vessels will be constructed to provide safe mooring for the vessels during construction. �The temporary mooring facility will be constructed to minimize interruptions to AUTEC operations. The AUTEC pier facility is a berthing facility located at Andros Island, Bahamas to support the AUTEC Range. �Potable water and AC electric power are available at the pier. The period of performance for this project is approximately 730 - 955 days with a Construction Magnitude between $25,000,000 and $100,000,000. The Small Business Size Standard is $39.5 million (M). Interested sources are invited to respond to this sources sought announcement.� The Government is only seeking a 1 to 4 page response.� The information which must be contained in your response is as follows: 1.� Provide company information to include name, address, phone number, email address and DUNS number. 2.� Identify whether your firm is a self-certified Small Business or SDVOSB, or an SBA certified 8(a), HUBZone, or WOSB firm.� If you are an 8(a), HUBZone, or WOSB firm, provide proof of SBA certification.� If you are submitting as a mentor- prot�g� joint venture under the 8(a) program, you must provide SBA approval of the mentor-prot�g� agreement to be considered as small for this procurement.� For more information on the definition or requirements of these, refer to http://www.sba.gov/. 3.� Responders shall provide a minimum of two (2) to a maximum of five (5) projects that best demonstrate your experience on relevant projects that are similar in size, scope, and complexity to the project description. �All projects must meet the definition of a Relevant Project to be considered. Waterfront construction projects where your firm was the Prime Contractor that includes construction of a new combi-wall or sheet pile supported pier/wharf of approximately $25M or greater, and of similar size, scope and complexity as the proposed facility, to include construction of heavy concrete slabs and pile caps. � At least one (1) Project submitted shall be completed within the past seven (7) years of the date of issuance of this sources sought.� The remaining additional projects, up to four (4) shall be completed within the past ten (10) years of the date of issuance of this sources sought. �Maximum number of projects submitted for consideration shall not exceed five (5). If a project submitted for consideration is under $25M, identify the dollar value and explain in no more than one paragraph why this project should be considered. 4.� Bonding capacity:� Information must include surety�s name, point of contact, telephone number, email address, and the bonding capacity of at least $20 Million per project, and the maximum aggregate bonding. The Capabilities Statement for this Sources Sought is not expected to be a proposal, but rather short and concise statements regarding the company�s ability to demonstrate existing or developed expertise and experience in relation to the areas specified herein.� Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirements consistent with industry capabilities.� After completing its analysis, the Government will determine whether to limit competition among� U.S. Small Business Administration (SBA) certified 8(a), Service Disabled Veteran-Owned Small Business (SDVOSB), HUBZone Small Business (HUBZone), Women Owned Small Business (WOSB) and/or Small Business (SB) firms or to proceed with issuing an Unrestricted Solicitation, inviting Full and Open competition.
