Request for Information MBMS ManagerPlus Professional Software Annual Service Plan VA-21-00009112 INTRODUCTION This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. Be advised that set-aside decisions may be made based on the information provided in response to this RFI. A company that is a Service-Disabled Veteran-Owned Small Business (SDVOSB) or a Veteran-Owned Small Business (VOSB) must be registered and verified in the Vendor Information Pages (VIP) database http://www.va.gov/OSDBU/index.asp). The North American Industry Classification System (NAICS) for this requirement is 541519 with a size standard of 150 employees. If you believe there is a more appropriate NAICS code, please provide that to the Government with your rationale.  A BRIEF SYNOPSIS OF THE REQUIRED PRODUCT SERVICES: Department of Veterans Affairs (VA) Office of Information Technology, Enterprise Portfolio Management Department, Benefits, Appeals and Memorials (BAM) Portfolio has a requirement for brand name ManagerPlus Enterprise Software Extended Service Agreement to cover the 296 Named Users and 80 Entity software licenses owned by VA. VA-owned and operated brand name ManagerPlus Enterprise software acts as an inventory management tool for the National Cemetery Administration (NCA), allowing them to more easily track, in real-time, burial markers and other memorial benefits related orders. Additionally, the aforementioned software provides the ability to manage assets across the NCA enterprise by tracking its equipment, purchase orders, work orders, schedules, and warranties while instantly sharing information across the entire organization in a Dashboard. VA BAM Portfolio requires brand name ManagerPlus Enterprise Software Extended Service Agreement to ensure technical support coverage and provide software updates, patches, and bug fixes for the aforementioned VA-owned ManagerPlus Pro software. This effort shall have a base period of performance of April 20, 2021, through April 19, 2022, with two 12-month option periods for continued maintenance and support. To support our mission, VA intends to continue to maintain, operate, and update as necessary, the current ManagerPlus Enterprise software already owned by VA. Responses should not include proposals to replace this existing product. Conversely, VA is issuing this RFI to identify potential authorized resellers/partners that are capable of providing the required software updates, patches, and bug fixes for the aforementioned VA-owned ManagerPlus Pro software. Your response must address capabilities specific to the services required and must include the following: Interested Vendors shall at a minimum, provide the following information: submission: Name of Company Address Point of Contact Phone Number Fax Number Email address Company Business Size and Status for NAICS code(s) Socioeconomic data: If a small business, what type of small business are you? Are you able to comply with FAR 52.219-6 and 52.219-14 in execution of this effort? For VOSB and SDVOSBs, provide registration and verification in the VIP database. In addition, are you able to comply with VAAR 852.219-10 (NOV 2020) (DEVIATION), VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside or VAAR 852.219-11 (NOV 2020) (DEVIATION) VA Notice of Total Veteran-Owned Small Business Set-Aside, and 13 CFR §125.6 in execution of this effort? Data Universal Numbering System (DUNS) Number Any Schedules held on General Services Administration (GSA), Government-Wide Acquisition Contracts (GWAC) held on the National Aeronautics and Space Administration (NASA) Solutions for Enterprise Wide Procurement (SEWP) V, or any other schedule not mentioned above to assist in determining acquisition strategy if you are included in one or more. Please also include Contract Number, expiration date, etc. Evidence that you are an authorized reseller/partner capable of providing the required technical support coverage and software updates, patches, and bug fixes for the aforementioned VA-owned ManagerPlus Pro software.
