- THIS IS NOT A REQUEST FOR QUOTE. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as quotes, nor will any award be made as a result of this Sources Sought. Any information provided by businesses to the Government is strictly voluntary. The Government will NOT be responsible for any costs incurred by interested businesses responding to this Sources Sought. The purpose of this notice is to conduct market research only. Description of Requirement: SCOPE OF CONTRACT Request is for a Base Year contract for 2021 and four (4) Option Years for a total of five (5) years of contracted service. C&A requirements do not apply and a Security Accreditation Package is not required. SCOPE OF WORK Vendor must be a National Association for Information Destruction (NAID) certified, bonded, and insured contractor (and its subcontractors or third parties) for paper/printed media destruction who has contracted to provide sufficient reasonable safeguards to protect the temporary paper records until final destruction has been completed; or A non-NAID-certified contractor (and its subcontractors or third parties) who can satisfy the standards outlined in Appendix A of VA Directive 6371, DESTRUCTION OF TEMPORARY PAPER RECORDS dated April 8, 2014 Vendor is to perform full collection service (removal, shredding, and disposal) of sensitive materials from the locations designated below in Section E Collection service is to include secure contractor removal of materials from each building as selected by customer (VA CWM) Vendor is to provide secure document and pill bottle shredding containers as specified below. Containers will be uniform, secured with a key lock versus a padlock, and customer will be provided with multiple copies of each key as needed (2 keys per CBOC and more at main facility). Containers will be replaced by vendor on an as needed basis Vendor will supply all the necessary locked trucks for transportation of sensitive materials Vendor will supply labor to collect and prepare sensitive materials for destruction Interim Destruction will be conducted on-site. Destruction will comply with Federal Information Processing Standard (FIPS) Publication 140-2 and paper must be pulverized Certificate of Destruction must be provided to the POC above on a per visit basis Customer will not be required to remove staples, paper clips or rubber bands or sort or separate materials by grade Collection service must be conducted between the hours of 8:00am and 1:00 pm on a weekday Collection service must be on a set scheduled with the exact date of service known at least thirty (30) days prior to arrival Pill bottle collection can be on a different day and time than paper collection as long as schedule is well communicated one month prior to visit and is on the required frequency Contract will include a per container fee and the ability to add or deduct containers as needed without a required modification of the contract VA Staff and the vendor will work together in removing the collection bins from the interior of the building to the truck. The vendor must be escorted by VA staff at all times while inside a VA owned or leased space. Destruction will be in accordance with VA Directive 6371. Destruction should be accomplished through maceration, chopping, pulverization or shredding where the material is left unreadable and could not be reconstructed. Samples will be provided upon request to any of the individuals listed below. VA CWM Chief Logistics Officer, Privacy Officer, COR, and Warehouse Supervisor are authorized vendor site visits to ensure contractor compliance with VA Directive and Contract. The Worcester And Pittsfield clinics will be moving to new locations in the fall/winter of 2021/2022. The new locations are 403 Belmont Street, Worcester and 78 Center Street, Pittsfield. The intent of the project is to award a firm fixed price purchase order agreement for one base year and four possible option years with the possibility to award a single or multiple BPA based on location. The limitations of subcontracting will apply to any potential contract. The NAICS Code is 561990 and the size standard is $7 million. This notice is published to conduct market research to determine if there is a sufficient number of certified Service-Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) GSA Schedule holders capable of performing the requirements to warrant a solicitation set-aside. However, all Small Business entities should be encouraged to respond. Registration may be accomplished at https://www.vip.vetbiz.va.gov/. All interested firms must be registered in VETBIZ.GOV and Verified by VA CVE and registered in SAM to be eligible for award of Government contracts. Interested parties responding to this Sources Sought shall submit the following information at a minimum: (1) company name and address, point of contact with phone number, and DUNS number; (2) documentation relating to technical capability of performance for requirements to include references with current point of contact and phone number); (3) companies seeking preference based on being a veteran owned business concern must provide proof of registration in the VA Vet Biz. The response date to this Sources Sought notice is 2/04/2021 at 12:00 PM EST. This market research is for informational and planning purposes only to determine if a SDVOSB/VOSB GSA Schedule holders or a small business set-aside is appropriate. This is not a solicitation and does not obligate the Government to issue a solicitation. Please be advised the Government will not pay any costs for responses and information submitted. Firms responding to this Sources Sought notice who fail to provide ALL of the required information requested, will not be used to help the Government make the acquisition decision, which is the intent of this Sources Sought notice.
