Question/Answer Reference: Page 11, Delivery : The contractor shall ensure all deliverables are shipped and received by the VA within 120 days after contract award. Unless specified by the Contracting Office Representative (COR), all items are to be shipped and delivered to the Warehouse (Building 100) at 2002 Holcombe Blvd. Houston, TX. 77030. Question: Deliveries will be scheduled to support a mutually agreeable project/delivery timeline. BD does not take responsibility for transport after initial delivery for any resulting damage that could occur to equipment transported to final location for the product installation. Is the VAHCS Houston warehouse the same campus for final delivery where the installation of the product takes place? MEDVAMC Response: Yes, this will be main delivery location. Through approved coordination delivery shall be made for cabinets at CBOCs. Keep in mind a complete implementation meeting shall be conducted. To address all aspects of this requirement once awarded. Reference: Page 12, Support Services : The Contractor shall, for each applicable deliverable, offer on-site support services for 12 months at no charge which shall commence upon completion of installation by the Contractor and subsequent Government acceptance. After 12 months the Contractor shall provide remote assistance services for a period of no less than 5 years. Question: Does customer agree remote and on-site support is included during the warranty period and after the warranty period remote and on-site support will be provided under a contracted support plan or, if no support plan it will be provided on a time and material basis? MEDVAMC Response: Government s intent is to establish 5 years of support after initial award which covers all software and hardware issues (inclusive of preventive maintenance, corrective maintenance, and accidental damage) for 12 months. Option Years 1-4 will be exercised in the fiscal year in which the Period of Performance is required using current year funds. Reference: Page 12, Warranty : If the media on which any licensed software is embodied contains material defects, the Contractor shall replace such media. This will be the Contractor s sole and exclusive obligation with respect to such warranty for the licensed software. Warranty provision begins 30 days after the date of Government acceptance. Question: Does customer accept that during the warranty period the product will perform substantially in accordance with the specifications of its User Guide and that the 12 month limited warranty will commence upon customer acceptance of the equipment? MEDVAMC Response: Customer cannot predict whether or not the system will function in accordance with the manufacturer s specifications. The warranty statement is to safe- guard against material defects. Reference: Tasks and Associated Deliverables, Task 1: Project Management Plan (PMP) The PMP shall include the Contractor s approach to management of the project schedule, resource (staffing), quality control, risk management, communications, configuration management, change management, and issues log. The contractor shall provide an implementation plan/transition plan to remove the old units and install the new equipment. A cut sheet shall be provided upon reward of contract. Equipment must not be shipped until the recognized planned date. Question: Due to legal liability, BD employees cannot move existing equipment, existing product, or existing trash within customer facilities. BD requests this requirement be removed. MEDVAMC Response: BD and customer shall develop an approve transition plan, then incumbent will remove their equipment IAW implementation. During implementation any trash shall be cleaned by that vendor. Reference: Tasks and Associated Deliverables, Task 2: Analysis of Current Process and Recommendations Question: Will partnering with Contractor s Clinical Resources Partner during pre-deployment to discuss current workflow, challenges, and opportunities for improvements in efficiencies with Contractor s technology solutions satisfy this requirement? MEDVAMC Response: Yes, Only if the objectives of task 2 are met. Reference: Tasks and Associated Deliverables, Task 5: Deliver New Process Training The Contractor shall deliver training on the new process on the VA site for a minimum of 1 year. The vendor shall provide remote assistance for a period of 5 years. The contractor shall provide a product demonstration. Question: BD will train customer Super Users to be training resources for other end users, considered Train the Trainer during Implementation. Customers may request additional training at an additional cost. Is this acceptable to the customer? MEDVAMC Response: Train the Trainer is acceptable Reference: Tasks and Associated Deliverables, Task 6: Software Specifications: Equipment must be based on operating systems that are currently supported by the manufacturer such as Microsoft Windows 10 and Microsoft Server 2016. All software and licenses needed for operation must be included for the life of the product, no less than 7 years. System shall be compatible with electronic medical record systems Vista and Cerner. In addition, the system shall be compatible with Pandora Analytics, VA BCMA v3.0, Diversion Services, System Manager integration for IV pumps, Swiss Log Box Picker. Devices shall meet FIPS 140-2 requirements and must be approved to operate on the VA network. The system shall be capable of running on virtual or physical servers. The offeror must have an Interconnection Service Agreement (MOU- ISA) for remote support of devices. Reporting shall be accessible by an unlimited number of concurrent users via an encrypted web GUI. Equipment shall integrate with supplies. Equipment shall include dosage tracking software that will track the process of the medicine leaving from the Pharmacy up to the point of the medication being dispensed from the device. Question: Will Contractor be required to implement VA 6550 RMF process if Contractor already has authorization for MedStation ES through the DHA RMF? MEDVAMC Response: Yes, the current 6550 Enterprise Risk Assessment (ERA) is required. Many items from multiple manufacturers are already approved. If proposed items or configuration will differ from those that are already approved or the ERA is older than 12 months, we will have to complete this process. Reference: B.2 Price/Cost Schedule, Item Information: ALL ITEMS ARE UPDATED SEE ATTCAHED LIST Item # 0010 & Item # 0050 Listed as 43 Ea. The Main Hospital requires 36 Ea. and the CBOC requires 9 Ea. for total of 45 Item # 0014 & Item # 0053 Listed as 45 Ea. The Main Hospital requires 38 Ea. and the CBOC requires 9 Ea. for a total of 47 Item # 0022 & Item 0061 This item is not needed. Please remove. The main facility will host the server and therefore will not require the ES Facility License. Item # 0023 & Item # 0062 The product code and description listed have changed and has been replaced with 134561-01 CCE Enterprise SW Site License. Please change the product code and description to 134561-01 CCE Enterprise SW Site License for these two Item numbers. Item # 0024 & Item # 0063 The quantity is incorrect and should be changed to 1 each. Please change the quantity to 1 each for these two Item numbers. Item # 0030 Hosted Data Services is an incorrect product code. Please change the product code to 138603-01. This is a monthly subscription and will be priced under Item # 0069 as there is not a Purchase Price available. Item #0030 can be removed. The solicitation requires vendors provide a custom design for each careline and CBOC.   Conducting an on-site assessment prior to quotation will enable vendors to meet this requirement.  Can vendors conduct an on-site assessment to fully evaluate the needs of each careline prior to quotation? This will ensure all quotes are accurate to fullest extent and not over or under quoted. MEDVAMC Response: yes, we can facilitate an on-site assessment We would be grateful for the opportunity to have a discussion with current MEDVAMC users to assess performance metrics to ensure that we are able to provide a response that most accurately fulfills the solicitation s mission. MEDVAMC Response: The Government is unable to facilitate any discussion with staff members. On-site assessment will allow vendors to quote IAW Solicitation. The solicitation requires that each device/piece of equipment can be constructed with 5% of extra space for inventory.  Can we conduct an on-site assessment prior to quotation to determine inventory needs in order to properly quote to meet the requirements of the solicitation? MEDVAMC Response: yes, we can facilitate an on-site assessment 4. The SOW doesn t allow vendors other than BD the opportunity to quote due to inconsistencies with product descriptions and quantities for each careline.  Please provide a detailed location/equipment list that describes each patient care area and the needed cabinets or towers to support that location.  Respectfully, an Excel template has been provided for this information. MEDVAMC Response: The requirement has not changed, see attached spreadsheets. See attached updated item list Though the requirement is being solicited as a brand name or equal, there are a few areas which are specific only to BD Pyxis.  Other solutions can achieve the same central mission through alternate means: MEDVAMC Response: This procurement is being processed on a Brand Name or Equal basis in accordance with Federal Acquisition Regulation 11.104. BD Pyxis is the reference brand for the requirement description. The following schedule of supplies and services, contract line items 0001 through 0089, represents the acceptable BD Pyxis medication dispensing system solution. Vendors offering a different brand solution should use the schedule of supplies and services contract line items to formulate their proposed equal solution considering equipment and quantities. As long as a proposed equal solution has an acceptable history for successfully meeting the medication dispensing system needs of a hospital of a similar size as MEDVAMC, the proposed different brand solution will be considered as equal. In addition, the system shall be compatible with Alaris System Manager integration for IV pumps. a. This requirement was removed via amendment from the original solicitation as it was deemed to be too specific. All of the equipment onsite are required to connect through Cerner / Vista. Alaris is specifically a BD application. System shall be compatible with electronic medical record systems Vista and Cerner. In addition, the system shall be compatible with Pandora Analytics, VA BCMA v3.0, Diversion Services, System Manager integration for IV pumps, Swiss Log Box Picker. Devices shall meet FIPS 140-2 requirements and must be approved to operate on the VA network. The system shall be capable of running on virtual or physical servers. The offeror must have an Interconnection Service Agreement (MOU- ISA) for remote Each drawer is preferred to include a clear top that will allow the end user to view the medications when the drawer is opened. a. This aspect was removed via amendment through the original solicitation as BD is the only manufacturer that provides this feature, and it is not recommended because it can make it easier to divert controlled substances. MEDVAMC Response: Clear top is not mandatory and will not disqualify a solution if not provided.
