Description
Date: January 27, 2021 The United States Geological Survey (USGS), Earthquake Science Center, Menlo Park, CA. Award will be all or none. This is a small business set-aside Please provide a firm, fixed price quote per the following: 1) Radios (QTY 2) 2) Antennas (QTY 2) 3) Shipping to Menlo Park, CA 94025 4) Delivery date: 3/15/2021 Requirements for 4.40-4.94 GHz Radio System The USGS has obtained a NTIA radio frequency authorization (RFA) with duplex center frequencies of 4417.5 and 4717.5 MHz with bandwidth of 5.00 MHz. In addition to the following requirements, the radio used for this authorization must be pre-approved for use by the NTIA in the 4.40-4.94 GHz band. This point-to-point radio system shall also include the antenna, any necessary feedlines between the radio and antenna, and any necessary mounting hardware. Data Throughput and Modulation- The radio system must: -be capable of achieving 10 Mbps with a 5 MHz RF bandwidth. -support different modulations (e.g. PSK, QAM) in order to support a 99.999% reliability (with lower data throughput) under varying conditions. -be able to automatically change modulations as necessary (i.e. adaptive modulation) and provide the ability to operate at a fixed modulation. -support dual polarization (MIMO) for operation in near non-line-of-sight conditions. -support duplex operation. -support RF transmit power of at least 800 mW (29 dBm) and be user configurable to lower power output levels. -achieve low data latency of less than 5 ms -support jumbo Ethernet frames of up to 9600 bytes Power-The total power consumption of the radio system shall not exceed 35 watts. The voltage required shall be either 120V AC or 48V DC and be supplied via included PoE injector, requiring only one cable to the radio unit. Physical Characteristics- The radio system shall be a completely outdoor unit (ODU) with no indoor unit (IDU). Dimensions of ODU shall not exceed 10-inches in height, 13-inches in width, and 4-inches in depth. Connections to antenna shall be N-type connectors. Only data connection to ODU unit shall be with cat5/6 cable. Operating Environment- The radio system must: -be able to operate in a range of at least -40 to 140 degrees F, including direct sunlight. -meet MIL-STD-810G standards for shock, vibration, and temperature. -be able to withstand up to 200 mph wind speeds. -meet Ingress Protection (IP) of 66 (IP66) for water and dust intrusion. Antenna- The included antenna for the radio shall be capable of achieving 29.9 dBi minimum of gain in the frequency ranges listed in the RFA above. The antenna shall include all necessary hardware to mount the antenna to a tower and for electrically connecting to the radio with minimal dB loss. All mounting hardware shall be of material able to withstand corrosion in high humidity environments and extreme weather. Surge Protection, Cabling, and Connectors- The radio system must: -include all necessary surge protection to meet or exceed applicable safety and telecommunication standards (e.g. Motorola R56). -include all necessary connectors and cabling to withstand harsh weather environments. Length from antenna location to indoor rack (where PoE injector is mounted) is maximum 100 feet on one side of link and 50 on other. Cat 5/6 cable from ODU to PoE injector shall be field terminated to custom length. -include all necessary cabling rated for outdoor use. User Interface- The radio system must: -have a web based (https) user interface accessible via static IP for configuring and monitoring state-of-heath (SOH) statistics over the air. -have the ability to retrieve SOH stats via SNMP queries. New equipment only. No remanufactured or ""gray market"" items. All items must be covered by the manufacturer's warranty. Evaluation Criteria The Government intends to make award to the responsive offeror that provides the Best Value to the Government based on Lowest Price, Technical Acceptability. Award will be made to the offeror quoting fair and reasonable prices who meet ALL required technical specifications and who comply with ALL solicitation requirements. Associated Size Standard employees 1,250 US Geological Survey is tax exempt.
