Description
This is a Sole Source Synopsis announcement. A written solicitation will not be issued. The Naval Sea Systems Command (NAVSEA) intends to award a sole source Firm Fixed Price (FFP) five (5) year Indefinite Delivery/Indefinite Quantity contract (IDIQ) to United States Marine, Incorporated (USMI) of Gulfport, MS for the construction of up to thirty-five (35) 11 meter (m) Naval Special Warfare (NSW) Rigid Inflatable Boats (RIBs). NSW requires RIBs capable of being dropped from a C-130 aircraft while in flight. This is a unique and critical requirement for the NSW community, which enables unique mission capabilities throughout the world. The Foreign Militaries and United States Coast Guard (USCG) requires these boats immediately to support their critical specialized mission. Currently, USMI is the only source of RIBs that has completed the three-step certification process to be dropped out of a C-130 plane: 1. Air Transport Test Loading Agency (ATTLA), Wright-Patterson Air Force Base: Evaluates all loads to be airlifted, either for transport or aerial delivery. Key parameters are weight, envelope, center of gravity, restraint system, and air worthiness. Primary focus is the safety of the airframe. (DESIGNING FOR INTERNAL AERIAL DELIVERY IN FIXED WING AIRCRAFT MIL-STD-1791 (USAF) & Loading Environment and Related Requirements for Platform Rigged Airdrop Materiel MIL-HDBK-669 (ARMY)) 2. Natick Soldier Systems Center (SSC) Aerial Delivery Engineering Support Team (ADEST), Natick, MA: Evaluates all loads for airdrop survivability, system operation, and personnel safety. Requires a simulated drop of the load from a height of 12.7 feet for survivability, proposed airdrop rigging plan, concept of operation, and three (3) certifying drops with the system and the load. (REQUIREMENTS FOR TIEDOWN, SUSPENSION AND EXTRACTION PROVISIONS ON MILITARY MATERIEL FOR AIRDROP MIL-STD-814D (DOD)) 3. Air Mobility Command (AMC): Provides final approval or disapproval of PTP and provides aircraft and crew for testing of the system. In addition, the supporting Maritime Craft Aerial Delivery System (MCADS) platform that supports the boat during airdrops is uniquely designed for USMI's RIB. There are no other RIBs available on the market that meet MCADS design requirements and are certified to drop out of the back of a C-130 plane. The estimated period of performance for the contract will be 5-years. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 336612, Boat Building. Small Business Size Standard for this acquisition is 1,000 Employees. The intent of this notice is not to solicit competitive offers. However, interested parties may submit a capability statement of a similar 11m RIB that can meet the key requirements identified above to the Contracting Officer for consideration. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Interested party's response to this Synopsis shall be limited to 3 pages and shall include the following information: 1. Party's name, address, point of contact, phone number, and e-mail address. 2. Party's capability to meet the key requirements based on a tested system. 3. Party's type of small business and Business Size (Whether HUB Zone, Service Disabled Veteran Owned Small Business, 8(a)). 4. Party's Joint Venture information if applicable -existing and potential. Interested parties shall respond to this Sole Source Synopsis no later than 09:00 AM (EST) 04 January 2021.
