Description
This is a pre-solicitation notice for constructing the Flightline Support Facilities (FSF) project at Al Udeid Air Base, State of Qatar. The FSF is a programmed Military Construction (MILCON) project. � Construct new Flightline Support Facilities to include a cryogenics facility, aircraft maintenance unit, aircraft spare parts facility, expeditionary logistics readiness squadron (ELRS) storage facility, and a fuels laboratory.� This summary is not all-inclusive of the scope of the project. The cryogenics facility includes the demolishing of an existing partially-built facility and constructing a new pre-engineered metal building (PEMB) to connect to existing base utilities. Sunshades will also be required for bulk storage. The aircraft maintenance unit is primarily office space, and will also involve demolition of a partially-built structure. The new structure will be a PEMB. The aircraft spare parts facility will be used primarily for storage, but will have a small administrative support space. This requirement also involves the demolition of a pre-existing structure and erecting a PEMB in its place. This facility will need to have the capability to store 20 feet long storage containers. It will also need a drive through area that allows vehicles to enter and exit the warehouse at opposite ends. The ELRS storage facility requires the demolition of a pre-existing structure. The new building will be a PEMB and will contain a warehouse area along with a small administrative support area. This facility will also need a caged storage area and a vault. The fuels laboratory requires the demolition of a pre-existing structure. The facility will include flammable storage cabinets, fume hoods, roof mounted exhaust fans, compressed air, equipment storage, and cylinder storage. Each facility will include site demolition, pavements, fire detection/protection, communications, site improvements, electrical installation and all necessary work to produce a complete and useable facility. This project will comply with DoD antiterrorism/force protection requirements per Unified Facilities Criteria. The overall Period of Performance (PoP) shall be nine hundred and thirty (930) calendar days from Notice to Proceed (NTP) for the entire scope of work. The magnitude of construction is between $25,000,000 and $100,000,000. This project is located at the Al Udeid Air Base in the State of Qatar. The Design-Bid-Build (D-B-B) Solicitation is scheduled for release on or about November 6, 2020.� Your proposal is due on or about December 21, 2020. �Contract award is scheduled on or about May 30, 2021. Set asides and codes:� The project is classified through the North American Industry Classification System (NAICS) under code 236220 Commercial and Institutional Building Construction with a small business size of $39.5million. Be advised that this is a pre-solicitation notice and is not an RFP, nor does it restrict the Government from utilizing a different acquisition approach to award any or all resultant contracts. �The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.
